Job & Person Specifications
- The job holder is responsible for the provision of guidance to Management on matters relating to optimal utilization of human resources in compliance with Human Resource Management Act 2012 and Labor laws.
- The job is also responsible for overall leadership to Human Resource Services, Learning & Development, Administration, Insurance, Security, Records and Property functions in the Board.
- The Human Resources and Administration Manager will be reporting to the Registrar/ Chief Executive Officer.
Job Specifications
The duties and responsibilities of the officer will entail: -
- Providing leadership in development and implementation of human resource management and development strategy, policies and procedures;
- Analyzing staffing levels for effective succession planning;
- Overseeing human resource planning;
- Providing secretariat to the Management Advisory Committee;
- Developing, recommending and ensuring effective implementation of staff compensation and rewards systems;
- Ensuring implementation of health and safety programmes;
- Promoting development of staff welfare programmes;
- Custodian of staff records;
- Overseeing administrative functions;
- Overseeing the development and implementation of an effective staff performance management system; and
- Ensuring development and implementation of the Training and Development Plan.
Person Specification
For appointment to this position, an officer must have: -
- Have a minimum period of eight (8) years relevant work experience three (3) of which should have been in a supervisory position;
- Have Bachelors Degree in Human Resource Management or equivalent qualification from a recognized Institution;
- Have Masters Degree in Human Resource Management or equivalent qualification from a recognized Institution;
- Have Post Graduate Diploma in Human Resource Management from a recognized institution;
- Be a registered Member of the Institute of Human Resource Management;
- Have Valid Practicing License;
- Have a certificate in Management course lasting not less four (4) weeks;
- Have proficiency in computer application skills;
- Have demonstrated professional competence and administrative capability as reflected in work performance and results: and
- Fulfil the requirements of Chapter Six of the Constitution.
