JOB DETAILS:
Job Summary:
The job holder will be responsible for designing, planning, coordinating, implementing, analyzing, and reporting of all NAWIRI surveys, surveillance activities, and other assessments. The jobholder will also be responsible for designing of Nawiri data collection tools, digitizing them on the MEL system and ensuring the quality data/information is achieved through the system.

Main Duties and Responsibilities
Programme Support and Survey Management
• Planning, designing and implementation of all NAWIRI surveys, surveillance activities and assessments undertaken by Concern across all its sectors of operation
• Provide technical support to Nawiri in designing survey/ assessment methodologies and survey materials
• Ensure presentation of survey proposal/methodology/results preparation and validation process is done in a timely and proper manner.
• Conduct training of the survey teams, supervise data collection, data entry and ensure quality data is collected in all supported assessments and surveys
• Lead the survey teams to conduct data analysis and production of draft and final report

Capacity Building
• Train staff on the use of digital data collection platforms
• Provide continuous support to field staff on use of the MEL system
• Provide technical support on other identified MEL needs among the project team on ongoing basis

Planning, Monitoring, Evaluation and Reporting
• Provide technical support to in the development of program log frames, program indicators, Theory of Change, and other project design tools for NAWIRI
• Periodic monitoring of the existing MEL system to ensure quality data is collected and utilized to support periodic reviews of the project’s performance
• Conduct regular visits to the field to monitor the quality of intervention and propose recommendations to Project Lead and Senior Manager, MEAL for follow up and implementation
• Produce quarterly indicators monitoring report and share results of projects’ quality performance based on monitoring data findings.
• Participate and contribute in the writing of the quarterly, semi-annual, and annual project reports
• Spearhead internal evaluations and participate in external project evaluations

Learning and Knowledge management
• Organize learning events for the project as necessary
• Support the documentation and dissemination of lessons learned on the H&N component of the project
• Work closely with program teams at Concern and at the Consortium level to analyze and strengthen the use of lessons learned for decision making to improve quality of the project
• Participate in quarterly program review meetings and other learning platforms

Representation
• Participate in consortium level MEL forum
• Participate in other coordination and review meetings as and when required

Others
• Adhere to and promote the standards outlined in the Concern Code of Conduct and associated policies to their team, beneficiaries, and be committed to providing a safe working environment
• Participating and contributing towards Concern’s emergency response, as and when necessary
• Maintain the minimum gender standards
• Take all possible measure to meet Core Humanitarian Standards (CHS)
• Any other duties as assigned by the Line Manager

Minimum Education, Qualifications & Experience Required:
• A Degree in Statistics, Project Management, Epidemiology, or Economics with a strong statistical focus and survey/surveillance background.
• Six (6) years’ experience in surveillance and surveys (SMART, SQUEAC and LQAS methodologies)
• At least five (5) years’ experience in data management including qualitative and quantitative data analysis for large data sets
• Substantial experience in information management, M&E designs, tools and methodologies using digital tools and platforms
• Proficiency in the use of statistical software (Epi Info, ENA, SPSS, STATA and ArcGIS) and digital data gathering technologies.

Preference will be given to candidates who have:
• Proven competency in ethical principles of research, statistical analysis and complex survey design
• Excellent report writing, communication, interpersonal, ToT, networking and coordination skills
• Strong communication and inter-personal skills required for working with multi-cultural, multi-lingual and multi-ethnic teams
• Ability to work in a systematic, organized manner with keen attention to details
• Positive attitude towards work with the ability to work under pressure and meet tight deadlines
