Entry Requirements:

The officer at this level shall report to Senior Manager, Corporate Services

Duties and responsibilities

  1.    Advise management on Human resource issues
  2. Promote equality and diversity management as part of the Organization culture
  3. Providing guidance in the development, interpretation, implementation and review of human resource management and development policies, standards and guidelines;
  4. Ensuring implementation of Terms and Conditions of service for KFS staff;
  5. Coordinating organizational development and job reviews;
  6. Managing staff recruitment, promotion, discipline, capacity building; developing, reviewing and coordinating implementation of welfare and other incentive schemes for KFS;
  7. Ensure the implementation of performance management systems; analyzing the staffing levels in KFS and recommending proposals for succession planning and proper deployment;
  8. Coordinating the development and implementation of grievance handling mechanisms;
  9. Initiating best practices in the management of human resource function;
  10. Championing change management programmes in KFS;
  11. Oversee Human Resource Audit.
  12. Monitoring and evaluating the effectiveness of training and development programmes;
  13. Formulating and implementing efficient Performance Management Systems;
  14. Monitoring adherence and implementation of the departmental work plans;
  15. Oversee the Administration of Records Management functions of KFS;
  16. Preparation and submission of quarterly and annual reports on Human Resource Management and Development;
  17. Preparation and submission of quarterly reports on performance target setting and appraisal for staff within the Service;
  18. Advising on succession management/human resource planning and utilization of human resource.
  19. Liaison between the Organization and third parties on human resource issues.
  20. Promote public values and principles
  21. Mentoring and coaching

Additional Information:

Person Specifications

  1. Bachelor’s degree in Human Resource Management from a recognized institution;
  2. Master’s degree from a recognized university in fields of: Human Resource Management, Business Administration, /Development or any other relevant and related qualifications;
  3. Certified Human Resource Professional Kenya (CHRPK) or its equivalent
  4. A minimum period of ten (10) years relevant work experience and at served for at least three (3) years in management
  5. A certificate in Strategic Leadership development programme course or its equivalent lasting not less than four (4) weeks;
  6. Membership of the Institute of Human Resource Management in good standing
  7. Proficiency in computer applications;
  8. Fulfils Chapter Six of Constitution of Kenya.
