Entry Requirements:

An officer at this level shall report to Senior Deputy Chief Conservator of Forests (Strategy, Partnership and Resource Mobilization)

Duties and Responsibilities

  1. Overseeing the development and implementation of Service Risk Management framework;
  2. Overseeing risk management of the Service in the business continuity, corporate governance, enterprise risk, information and security risk, regulatory and operational risk and technology risk;
  3. Promoting and monitoring continuous quality improvement within the Service in line with the ISO standards;
  4. Assist the Chief Conservator of Forests in developing agenda on risk management.
  5. Advising Management on acquisition of relevant ISO certifications for the Service;
  6. Compiling data for trend analysis and reporting, and developing programs or action plans for implementation by the Service;
  7. Ensuring regular quality assessment visits on various projects;
  8. Preparation of annual Quality Improvement plans;
  9. Overseeing compliance of written policies and procedures established by the Service and periodically reviewing the policies/procedures and making recommendations for revisions and improvement;
  10. Developing and planning effective training for staff in regard to Quality and Risk Management;
  11. Overseeing management of risk incidents and keeping a record of all risk incidents in the Service;
  12. Partnering with all departments to ensure efficient work flow, quality programs and compliance in line with ISO procedures;
  13. Overseeing regular ISO audits and quality assurance within the Service;
  14. Coordinating ISO audits within the Service;
  15. Overseeing review of ISO procedures to ensure compliance;
  16. Regular response to risk questions and concerns.
  17. Ensure back up of documents to spread risks
  18. Responsible for resource mobilization for the department
  19. Promote Public service values and principles
  20. Mentoring and coaching

Person Specifications

  1. Bachelor’s degree in any of the following disciplines: Finance, Economics, Risk Management, Statistics, Business related studies or relevant disciplines from a recognized institution;
  2. Master’s degree in any of the following disciplines: Finance, Economics, Risk Management, Statistics, Business related studies or relevant disciplines from a recognized institution;
  3. At least ten (10) years’ relevant experience, three (3) of which must be in management level;
  4. Be a Certified Risk Management Professional (CRMP), Risk Management Professional (RMI-PMI), Certified Risk Management Assurance (CRMA), Certified ISO Auditor or any other relevant qualification;
  5. Must be a member of a relevant professional body in good standing;
  6. Proficiency in computer applications;
  7. Attended a management course lasting not less than four (4) weeks from a recognized institution;
  8. Proficiency in computer applications
  9. Fulfil the requirements of Chapter 6 of the constitution.
