Entry Requirements:
An officer at this level shall report to Senior Deputy Chief Conservator of Forests (Strategy, Partnership and Resource Mobilization)
Duties and Responsibilities
- Overseeing the development and implementation of Service Risk Management framework;
- Overseeing risk management of the Service in the business continuity, corporate governance, enterprise risk, information and security risk, regulatory and operational risk and technology risk;
- Promoting and monitoring continuous quality improvement within the Service in line with the ISO standards;
- Assist the Chief Conservator of Forests in developing agenda on risk management.
- Advising Management on acquisition of relevant ISO certifications for the Service;
- Compiling data for trend analysis and reporting, and developing programs or action plans for implementation by the Service;
- Ensuring regular quality assessment visits on various projects;
- Preparation of annual Quality Improvement plans;
- Overseeing compliance of written policies and procedures established by the Service and periodically reviewing the policies/procedures and making recommendations for revisions and improvement;
- Developing and planning effective training for staff in regard to Quality and Risk Management;
- Overseeing management of risk incidents and keeping a record of all risk incidents in the Service;
- Partnering with all departments to ensure efficient work flow, quality programs and compliance in line with ISO procedures;
- Overseeing regular ISO audits and quality assurance within the Service;
- Coordinating ISO audits within the Service;
- Overseeing review of ISO procedures to ensure compliance;
- Regular response to risk questions and concerns.
- Ensure back up of documents to spread risks
- Responsible for resource mobilization for the department
- Promote Public service values and principles
- Mentoring and coaching

Person Specifications
- Bachelor’s degree in any of the following disciplines: Finance, Economics, Risk Management, Statistics, Business related studies or relevant disciplines from a recognized institution;
- Master’s degree in any of the following disciplines: Finance, Economics, Risk Management, Statistics, Business related studies or relevant disciplines from a recognized institution;
- At least ten (10) years’ relevant experience, three (3) of which must be in management level;
- Be a Certified Risk Management Professional (CRMP), Risk Management Professional (RMI-PMI), Certified Risk Management Assurance (CRMA), Certified ISO Auditor or any other relevant qualification;
- Must be a member of a relevant professional body in good standing;
- Proficiency in computer applications;
- Attended a management course lasting not less than four (4) weeks from a recognized institution;
- Proficiency in computer applications
- Fulfil the requirements of Chapter 6 of the constitution.
