Entry Requirements:

An officer at this level shall report to Manager Finance and Accounting

Duties and responsibilities

    1. Review and ensure timely and accurate preparation of management accounting reports on monthly, quarterly and annual basis
    2. Ensuring timely and accurate preparation of annual budgets and revised budgets based on approved work plans.
    3. Provide technical support to technical and other departments during the budget making process
    4. management of funds disbursements & budgetary controls
    5. Reviewing expenditure returns from departments, prepare variance analysis and recommend corrective action
    6. Interpreting of financial policies for sound financial principles, practices procedures for effective internal control
    7. Assist other departmental and sectional managers in the management of their budgets through regular provision of reliable up to date financial information;
    8. Carry out financial planning and consolidate department work plans
    9. Participate in Resource Mobilization initiatives of the Service including donor & sector planning forums
    10. Verification of payroll, payment cheques, EFTs and bank transfers;
    11. Review all purchase requisition to ensure the estimate given by users are reasonable and within budget
    12. management of investment portfolio
    13. expenditure and capital forecasts
    14. Analysis of financial gaps
    15. Monitor & report on financial performance of all programs & project
    16. monitor revenue collections and projections
    17. creditors management and debts control
    18. Promote public values and principles
    19. Mentoring and coaching

Additional Information:

Person Specification

  1. Bachelor’s Degree in Accounting, or its equivalent from a recognized university
  2. Master’s degree in Accounting/ Finance or its equivalent from a recognized institution.
  3. Served for at least eight (8) years in a relevant position.
  4. Certified Public Accountant (K) or its equivalent
  5. Membership in good standing of the Institute of Certified Public Accountants of Kenya (ICPAK)/ACCA or its equivalent
  6. Certification in an Enterprise Resource Planning System
  7. Successfully completed a Senior Management Course or its equivalent from a recognized institution.
  8. Strategic Leadership and Development Programme.
  9. Proficiency in computer applications
