Background

We are seeking a passionate and proactive Safety & Sustainability Assistant Manager to help shape and strengthen our Environmental, Social & Governance (ESG) and Sustainability agenda. Key Duties & Responsibilities

Managerial/Supervisory Responsibilities

  • Coordinate the documentation, implementation, and continuous improvement of PEL’s Health, Safety, and Environmental (HSE) procedures, work instructions, and record forms.
  • Guide and mentor HSE Assistants and Officers in developing and implementing safe systems of work and environmental protection measures.
  • Oversee the engagement and collaboration with stakeholders to ensure compliance with HSE and sustainability standards.

Operational Responsibilities

  • Ensure compliance with PEL’s Environmental, Occupational Safety & Health Policy and statutory/legal requirements, including OSHA 2007 and EMCA 1999.
  • Support the HSE Manager in liaising with regulatory authorities on mitigating the impacts of potential and actual emergency situations across company installations.
  • Ensure the implementation of safe systems of work across all PEL facilities.
  • Conduct comprehensive safety inductions for visitors, contractors, interns, and new staff regarding safety, quality (IMS), and environmental practices before engaging in tasks.
  • Supervise the commissioning of machinery and equipment after major maintenance to ensure personnel and equipment safety.
  • Perform risk assessments to identify safety risks and hazards, develop action plans, and oversee their implementation.
  • Implement and manage fire safety measures, including policy enforcement, inspections, equipment maintenance, and conducting drills.
  • Develop and enforce emergency response plans and facilitate statutory audits, inspections, and corrective action plans.
  • Maintain accurate HSE documentation, including procedures, training records, incident reports, and compliance documentation.
  • Inspect and test machinery and equipment to meet safety regulation standards.
  • Support and guide safety and health committees on workplace safety and health matters.
  • Contribute to the development and implementation of Disaster Risk Management and Business Continuity programs.
  • Maintain company ESG records, analyze them, and recommend corrective actions for identified safety gaps.
  • Develop tools and methods to measure, evaluate, and monitor PEL’s HSE performance.
  • Regularly report to the HSE Manager on the status and progress of HSE programs.
  • Assist in creating and updating HSE systems, including procedures and manuals.
  • Implement strategies to address sustainability issues, including energy efficiency, resource conservation, pollution reduction, waste management, and ethical labor practices.
  • Act as the point of contact for addressing non-conformities and ensuring timely closure, including coordination with relevant personnel and ISO coordinators.

Financial Responsibility

  • Assist in preparing and presenting departmental budget proposals.
  • Monitor and manage the utilization of approved section budgets effectively.

Responsibility for Physical Assets

  • Ensure proper use and maintenance of assigned physical assets, such as company laptops and other equipment.

Decision-Making and Job Influence

  • Provide expert advice on HSE-related matters to management and staff.
  • Make decisions on allowances for reports and team members as needed.

Working Conditions

  • Primarily based at the assigned station with occasional fieldwork.
  • Perform any other duty assigned to you by your superior.

KPIs

  • Conduct a minimum of 4 toolbox talks per month at each operational site, ensuring 100% employee participation and documentation.
  • Ensure 100% compliance with the Permit to Work system by issuing and reviewing all permits within 24 hours of submission.
  • Facilitate a minimum of 6 HSE training sessions per quarter, ensuring that at least 90% of employees have completed mandatory training by year-end.
  • Ensure that 100% of staff undergo the required occupational medical examinations annually, with records updated within one week of completion.
  • Conduct monthly PPE audits, ensuring 100% availability and proper use of required equipment across all operational sites.
  • Complete safety inductions for 100% of new recruits, contractors, and visitors within one day of their arrival at the site.

Qualifications

Academic Qualifications

  • Degree in Public Health, Environmental Science, Environmental Resource Management, climate change or related field.

Relevant Work Experience

  • At least 5 years of experience in the HSE field.
  • Strong Knowledge of relevant health, safety, and environmental regulations, sustainability reporting frameworks i.e GRI, IFRS etc…
  • Professional qualifications such as NEBOSH (International Diploma/Certificate), IOSH, or ISO Lead Auditor status.
  • Knowledge of risk assessment methods and techniques.
  • Familiarity with ISO Standards, Legislations such as OSHA 2007, EMCA 2015.
  • Familiarity with OSH auditing and inspection processes.
  • Knowledge of accident and incidents investigation, identifying root cause and using hierarchy of control to propose corrective action.
