The gender audit will provide a comprehensive assessment of how gender equality and social inclusion are currently addressed within the Sanara Program, with the goal of identifying strengths, gaps, and opportunities for improvement. The scope will cover program design, delivery mechanisms, financing approaches, partnerships, communication, monitoring, and organizational culture
The consultant will:
- Conduct a desk review of key program documents (proposals, manuals, work plans, reports, M&E tools, training materials, communications, etc.).
- Apply gender and inclusion analysis frameworks to identify specific gaps and opportunities affecting young women, refugees, displaced persons (RDPs), and persons with disabilities (PWDs) within the program.
- Assess roles, resources, participation, and decision-making patterns across gender and social groups using structured analytical tools.
- Employ gender mainstreaming principles to assess whether gender equality has been integrated into each stage of program design and implementation.
- Develop tools and questionnaires based on these frameworks to ensure consistency and comparative value.
- Evaluate how program strategies and activities address barriers faced by young women, women with disabilities, and refugee youth in accessing financing, skills, and employment opportunities.
- Facilitate key informant interviews with program staff, implementing partners, creative entrepreneurs, and stakeholders.
- Conduct focus group discussions with program participants (women, men, persons with disabilities, and refugees) to understand experiences and perceptions.
- Assess the extent to which gender equality, disability inclusion, and refugee inclusion are integrated across the program and the three focus subsectors.
- Analyze the gender sensitivity of the Sanara financing model, including access criteria, risk assessment, and disbursement mechanisms.
- Review the program's monitoring and evaluation framework, including the use of sex-, age-, and disability-disaggregated data.
- Develop a Gender Audit Report with practical recommendations and a Gender and Inclusion Action Plan.
Required Qualifications
- Advanced degree in Gender Studies, Development Studies, Sociology, or related field.
- Minimum 5 years of experience conducting gender audits or gender analysis in development programs.
- Strong understanding of gender equality frameworks, intersectionality, and social inclusion (especially related to disability and refugee contexts).
- Demonstrated expertise in youth employment, enterprise development, or the creative industries.
- Proven ability to conduct participatory and rights-based assessments.
- Excellent analytical, facilitation, and report writing skills.
- Familiarity with Kenyan socio-cultural and policy context is an asset.
