Entry Requirements:
An officer at this level will report to Chief Conservator of Forests
Duties and Responsibilities
- Advising the Service on policies, strategies and programmes for forest conservation and management, forestry planning, monitoring and performance management, resources mobilization, enterprise development and marketing, risk management and compliance.
- Preparing, directing, coordinating, organizing and planning all activities within the Directorate.
- Liaising with Government authorities and key stakeholders on relevant policy issues relating to forestry development, conservation and management.
- Initiating, developing and review of the KFS Strategic Plan.
- Overseeing implementation of Strategic Plan.
- Monitoring and reporting on progress on implementation of the strategic plan.
- Developing and maintaining key strategic partners’ network for implementation of the strategic plan.
- Guiding development of the departmental strategic plans and ensuring alignment with the national and corporate plans/strategies.
- Guiding development/ review of performance monitoring tools and framework.
- Overseeing preparation of annual work plans, operational plans and the performance contract based on the organization’s strategic objectives.
- Providing strategic leadership in the management of the performance contracting process for the Service.
- Providing strategic leadership in initiating and implementing performance re-engineering programmes for improved service delivery.
- Provide strategic leadership in developing content for KFS input in the national and sectoral planning (MTP) and budgeting (MTEF) processes.

Person Specification
- Bachelor’s Degree in Forestry or relevant qualification from a recognized institution
- Masters degree in any of the following disciplines; Forestry, Forest Economics, Biostatistics, Forest Planning, Business Administration, Natural Resources Management, Social science or its equivalent qualification from a recognized institution;
- A minimum of twelve (12) years relevant work experience four (4) of which must have been in a senior management position in the public or private sector;
- Certificate in Strategic Leadership Development Course lasting not less than six (6) weeks from a recognized institution;
- Professional qualifications where applicable
- Member of the relevant professional body where applicable;
- Member of the relevant professional body where applicable;
- Proficiency in Computer Applications
