Job Summary

We are seeking an experienced Senior Grants and Finance Officer to support the effective financial and grants management of a prospective donor-funded, multi-country project expected to commence in January 2027.

The role will support the full grant lifecycle—from grant start-up and budget operationalisation through implementation, donor reporting, compliance, partner management and close-out.

The successful candidate will provide financial analysis, budget monitoring, forecasting, grants compliance and risk information to support management decision-making. The role will also support subaward and partner financial management, consortium coordination, grant systems strengthening and proposal development

Important: Appointment to this position is contingent upon the project being awarded and the position being confirmed in the final project staffing plan. Further details about the project and donor will be shared with candidates who reach the final stages of the recruitment process.

Responsibilities or duties

Grant Management & Budget Operationalisation

  • Support grant establishment and management from award through close-out.
  • Support the customisation and implementation of inSupply’s grant SOPs and guidelines for the specific donor and project.
  • Review grant agreements, budgets, amendments, donor regulations and subaward agreements to identify financial and compliance requirements.
  • Support project budget development, phasing and operationalisation.
  • Maintain accurate grant trackers covering budgets, reporting deadlines, deliverables, contractual obligations and compliance requirements.
  • Support grant modifications, including budget realignments and no-cost extensions.

Budget Monitoring & Financial Analysis

  • Monitor grant expenditure, burn rates, commitments, variances and emerging financial risks.
  • Prepare or support monthly budget-versus-actual analyses, forecasts and management reports.
  • Work with project teams and budget holders to align activities, level of effort, expenditure and forecasts.
  • Provide financial analysis and recommendations to support resource allocation and implementation decisions.
  • Monitor fund availability, cash requirements and cost-share/co-financing requirements where applicable.
  • Promote efficient and responsible use of grant resources and value for money.

Donor Compliance, Risk & Audit

  • Monitor compliance with donor regulations, grant agreements, organisational policies and applicable statutory requirements.
  • Conduct grants and financial compliance reviews and coordinate corrective actions.
  • Maintain grants and financial risk trackers.
  • Support internal and external grant audits and follow up on audit findings.
  • Monitor donor queries, compliance actions and audit recommendations through resolution.

Donor Reporting & Documentation

  • Establish and maintain a project reporting calendar and tracking system.
  • Coordinate financial and grants management inputs into donor reports.
  • Ensure consistency between project activities, reported results, expenditure and approved budgets.
  • Maintain complete, secure and audit-ready grant documentation.
  • Support responses to donor financial and grants management queries.

Subaward & Partner Financial Management

  • Support the onboarding and financial management of subrecipients and implementing partners.
  • Support partner capacity assessments and risk-based financial and grants compliance reviews.
  • Review subaward agreements, budgets, amendments, fund requests and partner financial reports.
  • Monitor partner expenditure, burn rates, forecasts and fund utilisation.
  • Support risk-based verification of partner expenditure and follow-up on identified gaps.
  • Contribute to targeted financial and grants management capacity strengthening for partners.

Multi-Country & Consortium Coordination

  • Support consistent application of grants and financial management requirements across participating countries and consortium partners.
  • Coordinate financial and grants inputs from country and technical teams.
  • Support consolidated analysis of budgets, expenditure, forecasts, commitments and financial risks across countries.
  • Work closely with Finance, Programme, Procurement, Operations and MEL teams to integrate grant and financial requirements into implementation planning.

Systems Improvement & Business Development

  • Provide technical guidance to staff and partners on donor compliance, grant management and financial procedures.
  • Strengthen grant trackers, templates, SOPs, workflows and reporting tools.
  • Support continuous improvement of financial management and grant management systems.
  • Support proposal development, including financial sections, budget reviews and donor compliance checks.
  • Contribute to funding opportunity analysis and business development activities.

Qualifications or requirements (e.g., education, skills)

Academic & Professional Qualifications

  • A Bachelor’s degree in Finance, Accounting, Business Management, Economics or a related field from a recognised university.
  • A recognised professional accounting qualification such as CPA(K) or ACCA.
  • Current membership in good standing with the relevant professional accounting body, such as ICPAK or ACCA.

Experience needed

  • At least 5 years of relevant experience in grants management, donor compliance, programme finance or a related role within donor-funded organisations.
  • Experience managing and monitoring multiple donor-funded grants across different funding streams.
  • Experience working with major institutional donors such as USAID, FCDO, Global Fund, BMGF, EU and UNITAID.
  • Experience supporting donor reporting and internal/external audits.
  • Strong experience in grant budgeting, expenditure monitoring, burn-rate analysis and donor financial compliance.
  • Experience in subaward management, partner financial oversight and capacity strengthening.
  • Experience supporting proposal development and business development processes.
  • Experience working collaboratively across Finance, Programmes, Procurement, Operations and MEL functions.
