AFIDEP is looking for a Senior Policy, Advocacy and Communications Officer to join a team of experts working to contribute to improving domestic financing of health, and, accelerating uptake of innovations in Africa’s health systems. The role provides an exciting opportunity for a professional with expertise in health policy and systems, and health financing. The successful candidate will be passionate about improving health outcomes in Africa, and ready to apply their skills to advocate towards improved policies that enable more domestic investments in health, efficient spending of health investments, and accelerated integration of innovations into health systems in African countries. Position will be based in AFIDEP’s Kenya office.

Responsibilities:

  • Conduct critical review of policies and political contexts to generate insights for informing policy influencing strategies and tactics to drive enhanced domestic financing of health and uotake of innovations. Sustain the monitoring and analysis of policy and political contexts and processes to continuously generate insights for informing advocacy actions.
  • Design and drive the implementation of impactful advocacy strategies that unlock policy actions that directly address the persisting domestic financing challenges in Africa, and, accelerate the cosnideration and integration of proven innovations and tools into health systems at country levels
  • Draft evidence-based policy advocacy materials including position papers, policy briefs, evidence briefs, factsheets, newsletters, talking points, blogs, and other advocacy materials.
  • Guide and oversee the design and production of multi-media policy advocacy materials including videos, animations, infographics, among others.
  • Lead stakeholder analysis to inform advocacy strategies and tactics above.
  • Lead sustained stakeholder engagement and strategic relationship building with relevant policymakers, private sector actors, implementing agencies, civil society, media, among others.
  • Represent AFIDEP in relevant external forums as relates to the health financing and health innovations uptake programme of work.
  • Working with monitoring, learning and evaluation (MLE) experts and programme team members, design and oversee implementation of an MLE plan for AFIDEP’s programme of work on domestic health financing and integration of innovations in health systems.
  • Prepare periodic reports of the results and impact of AFIDEP’s efforts on domestic financing of health and accelerating uptake of innovations into health systems in Africa.

Requirements:

  • Masters degree in public policy, political science, health policy and systems, public health, global health, development studies, or related subjects.
  • Minimum 5-7 years of work experience health policy advocacy in multiple African countries
  • Indepth knowledge of policy-making processes in Africa with particular focus on health financing, health systems, and innovations for health, at continental African Union level, regional economic community level, and country level in African countries.
  • Good knowledge of global health policies, instruments and processes shaping health policy actions in African counties especially as they relate to the financing of health and uptake of innovations in health systems
  • Policy research experience including designing and undertaking qualitative policy analyses and audits, political economy analyses, situation analyses, systematic review of scientific research, among others.
  • Experience in drafting evidence-based policy advocacy materials including position papers, policy briefs, evidence briefs, blogs, among others.
  • Experience in driving impactful policy advocacy in African contexts on health or related development issues.
  • Strong, persuasive oral and written communication skills, and networking experience.
  • Strong analytical and strategic thinking skills.
  • Bilingual expert with fluency in both oral and written English and French would be desirable.
  • Alignment with AFIDEP’s vision, mission and values.
