The programme
• Somalia Monitoring Programme III (SMP III) is a 4.5-year programme (May 2022 to October 2026) with a commitment to further build the FCDO’s understanding of poverty and development needs in Somalia. This follows on from the Somali Monitoring Programme II (2016-2021). The programme outcomes include:

• The FCDO has increased oversight and assurance of programme delivery, can hold partners to account and mitigate risk;
• Strong evidence of what works and what doesn’t work is available and used to design and adapt programming;
• Somali authorities are better able to target services to the population on the basis of accurate data.

The Position
• We are seeking a Team leader who will be responsible for the delivery of the SMP III, including:

• TPML design: consult FCDO Somalia and implementing partners to set the strategic direction for our overarching monitoring, research and learning approach, and develop a workplan detailing the selection and scheduling of data collection visits.

• Delivery and operational oversight: provide overall technical TPML design, including developing appropriate sampling frames, quantitative and qualitative methodologies, and oversight of data collection tools. Work closely with TPML Lead to ensure our field monitoring teams are appropriately engaged, trained and supervised.

• Reporting, learning and knowledge management: supervise analysis of primary data and the compilation of findings and recommendations, drawing on TPML and research, and our team members to ensure the timely delivery of high-quality deliverables. Oversee the inputs of the Learning and Change Lead including the synthesis of data, production of learning products and facilitation of learning events.

• Team and risk management: Management responsibilities for the Core Team and short-term personnel, and ensuring their tasks are understood and executed to a high quality and in a timely manner. Report on risk management issues affecting programme delivery, including developing and updating suitable mitigation measures, communicating issues to the Programme Director and FCDO Somalia, and escalating incidents in real-time.

• Relationship management: Primary responsibility for ensuring that each FCDO Somalia SRO gets the right kind of information at the right time, and for adapting our TPML services as priorities and needs change. Serve as an ambassador for SMP III with government stakeholders, bilateral and multilateral agencies, and other FCDO stakeholders in Somalia, Kenya and the UK.

The Person
• Sector leading experience designing and delivering agile and responsive TPML services in Somali and other FCAS states.
• Expertise overseeing field based and call centre verification; formative learning; rapid research; M&E capacity building; strengthening knowledge management.
• Excellent engagement skills at senior level with donors, implementing partners and monitoring partners in Somalia.
• Ability to manage diverse teams, strengthen internal systems and quality assure deliverables to meets FCDO standards.
