Responsibilities or duties
EngenderHealth is launching a Gates Foundation (GF) funded project in Kenya to scale up the introduction of the hormonal IUD in the public sector as part of an expanded contraceptive method mix. The project will be implemented in 7 counties: Homa Bay, Kakamega, Kiambu, Kirinyaga, Nakuru, Nyandarua, and Nyeri. One Technical Officer will be based in Nairobi to support county-level activities in Kiambu, Kirinyaga, Nakuru, Nyandarua, and Nyeri, and one Technical Officer will be based in either Kakamega or Homa Bay and will split his/her time between the two counties to provide on-the-ground support in these two counties. Each Technical Officer will be responsible for the overall management and coordination of EngenderHealth activities implemented in their assigned counties.
Key duties will include leading the operational planning, implementation, monitoring, and reporting of all project activities within the counties. The Technical Officer will work closely with the county level ministry of health staff to plan and implement activities and provide support to county level HIUD master trainers on training and supportive supervision. The Technical Officer will monitor and report on the performance of project activities, both in terms of program outcomes and financial spending, and will collaborate with other project staff. The Technical Officer will represent EngenderHealth in relevant county forums, including to support advocacy efforts to mobilize increased domestic resources for HIUD services, and provide necessary technical assistance to the county level MoH staff, actively engaging with stakeholders such as government agencies and local partners. The Technical Officer will work towards establishing functional partnerships with all relevant stakeholders in the regions, fostering collaboration and enhancing project impact.
ESSENTIAL FUNCTIONS
- Assume responsibility for the coordination of project activities in assigned counties.
- Lead the operational planning of project activities in assigned counties, ensuring alignment with respective project objectives and timelines liaise and collaborate with government counterparts and essential stakeholders.
- Lead and coordinate the day-to-day implementation of project activities, such as training, workshops, review meetings in the regions, closely monitor progress, ensuring adherence to quality standards and desired outcomes.
- Provide support to the county level trainers to cascade trainings on HIUD to health care providers and to strengthen county mentorship and supportive supervision to improve provider competency, confidence, and quality of HIUD services.
- Prepare regular reports on the performance of project activities, including program progress, outcomes, and financial spending, providing accurate and timely information about each project’s performance.
- Collaborate with project staff and partners to ensure seamless project implementation and coordination with effective and efficient resource management.
- Ensure compliance in terms of financial management, program implementation, and reporting and documentation following established guidelines and regulations by EngenderHealth.
- Represent EngenderHealth in relevant county forums, provide required technical assistance, engaging with stakeholders such as government agencies and local partners, advocate for project objectives and foster partnerships.
- Actively work to establish functional partnerships with relevant stakeholders in the county, including government agencies, implementing partners, and community organizations, EngenderHealth sub grantees, fostering collaboration and synergy between projects to enhance project impact.
Qualifications or requirements (e.g., education, skills)
REQUIREMENT:
- A bachelor’s or master’s degree in medicine, with a minimum of 6 years of experience.
- Higher education or specialization certifications in project management or leadership is preferred.
- Proven experience in managing and coordinating projects.
- Demonstrated experience in leading the planning, implementation, monitoring, and evaluation of project activities. This includes experience in developing work plans, tracking progress, and reporting on project outcomes.
- Experience in providing guidance to Health program officers and administrative staff is desirable.
- Familiarity with managing reproductive health/family planning projects funded by different grants and ensuring compliance with donor requirements.
- Experience in monitoring financial spending and reporting on grant-specific outcomes is desirable.
- Experience in establishing and maintaining partnerships with various stakeholders, including government agencies, implementing partners, and community organizations.
- Knowledge and understanding of the cultural dynamics and social context of the counties.
- Excellent communication, negotiation, and interpersonal skills to effectively engage with diverse stakeholders, including government officials, partners, and community members.
- Familiarity with public health issues and health service modality interventions, particularly related to the regions. Understanding the health system and challenges of the counties is advantageous.
