The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the world's environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the environment.

Responsibilities or duties,

All the activities related to the TR are to be carried out as per UNEP Evaluation Policy and the UNEP Programme Manual. The TR will use a participatory approach whereby key stakeholders are kept informed and consulted throughout the review process.

Both quantitative and qualitative review methods will be used as appropriate to determine project achievements against the expected outputs, outcomes and impacts. It is highly recommended that the TR Consultant maintains close communication with the project team and promotes information exchange throughout the review implementation phase in order to increase their (and other stakeholder) ownership of the review findings. The findings of the Review will be based on the following:

A desk review of following relevant project documentation and determine key data to collect from stakeholders and prepare key instruments (questionnaires, logic models) to collect these data through interviews and/or surveys:

Relevant background documentation.

Qualifications or requirements (e.g., education, skills),

An advanced university degree (master’s or equivalent) in environmental sciences/engineering, social sciences, international development or other relevant area is required. A first-level university degree, combined with two (2) additional years of qualifying experience, may be accepted in lieu of an advanced university degree.

Experience needed,

A minimum of 5 years of technical/evaluation experience in projects and programmatic approaches is required. Experience evaluating UNEP and/or GEF projects is desirable.

Good/broad understanding of chemicals or pollution management issues as they relate to policy development, institutional frameworks, and value chains, gained through evaluation or advisory work on environmental, climate, or sustainability programmes is desirable.

Working knowledge of the UN system and specifically the work of UNEP is desirable.

  • Carry out all activities related to the TR as per UNEP Evaluation Policy and the UNEP Programme Manual.
  • Use a participatory approach, keeping key stakeholders informed and consulted throughout the review process.
  • Utilize quantitative and qualitative review methods to determine project achievements against expected outputs, outcomes, and impacts.
  • Maintain close communication with the project team and promote information exchange throughout the review implementation phase.
  • Conduct a desk review of relevant project documentation.
  • Determine key data to collect from stakeholders.
  • Prepare key instruments (questionnaires, logic models) to collect data through interviews and/or surveys.
  • Technical/evaluation experience in projects and programmatic approaches.
  • Understanding of chemicals or pollution management issues (desirable).
  • Knowledge of the UN system and UNEP's work (desirable).
  • Advanced university degree (master’s or equivalent) in environmental sciences/engineering, social sciences, international development or other relevant area.
  • Alternatively, a first-level university degree combined with two (2) additional years of qualifying experience.
