Responsibilities or duties
The Vice Chancellor shall report to the university council. His/her duties and responsibilities will include:-
- accounting and authorizing officer of the university;
- spearheading research and managing intellectual property in the university;
- having overall responsibility for policy formulation and implementation;
- having overall responsibility for academic affairs of the university;
- spearheading fund-raising for general development of the university;
- overseeing prudent management of finance and resource allocation in the university;
- overseeing development of the strategic Plan and general planning of the university;
- overseeing effective management of physical and human resource matters in the university;
- being responsible for overall management of Legal and Security matters in the university;
- safeguarding and promoting academic programmes of the university;
- promoting good governance in the university;
- being responsible for promotion of quality assurance and audit matters;
- being secretary to the Council;
- being the chair to the Management Board and Senate Committees as may be provided by the statute;
- promoting the corporate image of the university;
- overseeing the development and recommending to Council short-and longterm strategy, business plans, annual operating budgets, and establishing proper internal monitoring control systems and procedures;
- ensuring continuous improvement in the quality and value of services and products provided by the university; and
- any other official duties and responsibilities as my be assigned by the Council or authorized government officers.
Qualifications or requirements (e.g., education, skills)
For appointment to this position, a candidate must: -
- be a professor and a holder of an earned Doctorate degree or equivalent qualification from a university recognized and accredited in Kenya;
- have a minimum of fifteen (15) years of relevant administrative, academic and research experience, three (3) of which must be at senior management level;
- have served successfully with demonstrable results as a substantive Deputy Vice Chancellor of a university, Principal of a constituent college or leadership of comparable levels in other similar institutions;
- have a leadership training from a recognized and accredited institution;
- be an accomplished scholar with proven track record in formulating and managing academic programs and supervising and mentoring Masters and PhD students;
- have proven track records of research and published widely in peer reviewed journals, monographs and books;
- demonstrable knowledge in structural, legislative and regulatory framework for managing a university;
- demonstrate proven knowledge and experience in the application of ICT in teaching and learning in a university;
- be knowledgeable of national laws and policies in education;
- have knowledge of strategic planning and performance management;
- have demonstrable experience in networking and fundraising and evidence of attracting research grants/funds;
- have demonstrable experience in transformative and strategic leadership;
- have an excellent understanding of the current trend in the higher education and training in Kenya and globally and legal requirements governing university Education;
- demonstrate an understanding of the factors and conditions shaping the development of higher education in Kenya;
- be a registered member of a professional association(s) in his/her profession where applicable, and be of good standing;
- demonstrate leadership and management capacity including knowledge of Public Financial Management Act, Public and Asset Disposal Act Strategic People Management;
- demonstrate an understanding of Government Plans, Vision 2030 and relevant legislations guiding higher education in Kenya; and
- demonstrate an understanding of leadership and integrity as well as compliance of the requirement of Chapter Six (6) of the Constitution of Kenya.
