  • The  Program Manager - Epidemiologist  supports the Project Team Leader in leading and managing the project and is accountable for project deliverables and results, with accountability and authority for the development, execution, and monitoring of the project, including vision and technical strategy; project management; documentation and communication; and client relationships. 

SPECIFIC RESPONSIBILITIES 

  • Provide strategic leadership and operational oversight of the Climate-Informed Early Warning Systems (CI-EWS) Technical Assistance (TA) in 4+ countries. 
  • Supervise and support two Technical Advisors and coordinate with four country-assigned epidemiologists to ensure aligned execution of TA activities. 
  • Guide scoping, stakeholder consultations, and gap analysis for early warning and surveillance systems across countries. 
  • Provide senior-level technical input into the design and institutionalization of climate-informed surveillance systems, including integration of meteorological and environmental data. 
  • Oversee the reporting and MERL, digital technology and innovation functions of the project. 
  • Review deliverables for completeness, accuracy, timeliness and continuous quality improvement. 
  • Participate and lead as appropriate in the development of the project strategic and operational plans and oversees the development and successful implementation of the service delivery annual work plans. 
  • Monitor program implementation, including internal and external client satisfaction, using quality assurance tools developed in collaboration with related programs within the project. 
  • Ensure that the project consistently delivers superior technical solutions to clients. 
  • Serve as acting Project Team Leader (TL) during TL absence. 

QUALIFICATIONS

  • Advanced degree (MPH, PhD, DrPH, or equivalent) in Public Health, Epidemiology, Global Health, Environmental Health, or related field. 
  • Minimum 8-10+ years of relevant professional experience, including public health surveillance and early warning systems, managing complex technical assistance or donor-funded projects in LMICs, and proven leadership in designing and implementing integrated, climate-sensitive health interventions, ideally in fragile contexts. 
  • Deep knowledge of disease surveillance systems, digital health architecture, and climate-informed health planning. 
  • Demonstrated experience in supervising technical teams and managing multi-country programs, working with climate and meteorological data in health contexts, and establishing data-sharing agreements across sectors. 
  • Effective interpersonal, management and negotiation skills proven through successful interaction with different stakeholders, including senior government officials, regional/local authorities, clinical and digital health experts, and NGOs/communities. 
  • Writing skills and developing evaluation criteria for digital health solution assessment. 
  • Knowledge of regulatory policies related to software as a medical device and digital health. 
  • Ability to conduct independent assessment of digital health solutions as part of governmental or international institution. 
  • Proven competencies in requirements gathering for digital health solution development. 
  • Knowledge of mechanisms for independent assessment of digital health solutions. 
  • In-depth understanding with Global Fund’s publications, guidance, and products surrounding digital health, including WHO guideline recommendations on digital interventions for health system strengthening, Digital Implementation Investment Guide, Classification of Digital Health Interventions, and SMART guidelines. 
  •  Excellent problem solving and understanding of how various technology solutions can be leveraged to address health care challenges and needs. 
  • Ability to communicate effectively and tactfully with multiple stakeholders in an international environment.
