Qualifications, Skills and Experience Required:

Person Specifications: For appointment to this grade, an officer must have:

  • Cumulative service period of six (6) years’ relevant work experience, three (3) of which should have been at the grade of Registration and Compliance Officer I or in a comparable position.
  • Bachelor’s Degree in Commerce, Accounting, Business Administration, Finance or Economics, Business, Medicine, Social Science, or Pharmacy equivalent qualification from a recognized institution.
  • Member of the relevant professional body where applicable and in good standing.
  • Proficiency in computer applications.
  • Shown merit and ability as reflected in work performance and results.

Responsibilities:

Job Description: Duties and responsibilities at this level will entail:

  • Carrying out the empanelment process for licensed health providers and facilities to ensure compliance with the SHA Act.
  • Carrying out beneficiary registration processes and addressing any issues that arise.
  • Monitoring operational activities for compliance with the SHA Act.
  • Conducting compliance audits on providers and beneficiaries.
  • Implementing operational strategies for member registration and public education.
  • Engaging with stakeholders to support membership registration efforts.
  • Collaborating with County Governments and partners to promote SHA membership.
  • Participating in stakeholder engagement activities to achieve registration and revenue targets.
  • Implementing performance-based contracting methodologies and monitoring contract performance.
  • Preparing monitoring and evaluation reports for review.
  • Implementing clinical audit policies and strategies.
  • Conducting health needs assessments and risk assessments.
  • Participating in Health Needs Assessments for clinical interventions and technologies.
  • Assisting in the inclusion of drugs and consumables in the SHA positive list.
