The Access to Finance Manager will oversee financial inclusion and investment-readiness under the Building Inclusive and Resilient Enterprises (BIRE) Programme. The role ensures supported micro and small enterprises (MSEs) progress from early-stage grants to investor linkage, while meeting SIDA and Hand in Hand Eastern Africa standards. The manager will lead the design and delivery of financing tools including blended finance and results-based instruments and connecting MSEs with financial institutions, impact investors, and development finance institutions (DFIs).
Oversee the delivery of investment readiness training for enterprises, including modules on financial literacy, investor documentation, business valuation, and deal structuring. Supervise the Investment Analysts in conducting financial diagnostics, enterprise valuation, and investment preparation for MSMEs across the three regional hubs. Coordinate with the Enterprise Support Manager to ensure that capacity-building interventions prepare enterprises for access to finance and investment readiness milestones. Design and deploy innovative financial tools, such as financial scorecards and repayment trackers, to monitor enterprise-level financial performance. Support enterprises in refining their business models, preparing investment teasers, and engaging in deal room sessions with financiers. Build and manage strategic partnerships with banks, SACCOs, microfinance institutions, impact investors, and DFIs to facilitate enterprise access to capital. Develop and maintain a comprehensive investor database and pipeline tracking system categorized by ticket size, sector focus, and investment instruments. Lead the organization of national and regional investment forums, deal rooms, and investor pitch events to connect BIRE enterprises with appropriate financiers. Position BIRE as a thought leader in SME finance by contributing to ecosystem dialogues, roundtables, and advocacy for inclusive financing mechanisms. Manage and monitor the performance of the BIRE financing portfolio, including loan repayments, grant utilization, and returns-on-investment tracking. Implement periodic stress testing and sensitivity analysis for financed enterprises to evaluate business resilience and credit risk exposure. Ensure all disbursements and repayments comply with Sida and HiH EA fiduciary and audit standards. Provide technical oversight for all investment-related documentation, including due diligence reports, loan agreements, and board submissions. Work closely with the Programme Accountant to reconcile financial statements, prepare portfolio performance reports, and respond to audit requirements. Provide leadership, supervision, and technical mentoring to the Investment Analysts, ensuring quality delivery of financial analysis and pipeline development work. Contribute to team learning, MEL reviews, and adaptive management processes to improve financing operations.

Master’s Degree in Finance, Accounting, Economics, Investment Management, or related field. CPA Finalist, ACCA, CFA, or equivalent certification mandatory. Minimum of 8 years in SME finance, investment management, or financial inclusion programmes, with at least 4 years in managerial capacity. Proven experience structuring and administering grant or blended finance instruments within donor-funded programmes. Strong understanding of financial analysis, credit risk assessment, investment facilitation, and portfolio monitoring. Prior experience in agricultural, renewable energy, or climate-resilient enterprise financing preferred. Expertise in SME finance, portfolio management, and investment structuring. Advanced proficiency in financial modeling, valuation, and due diligence. Familiarity with regulatory and institutional frameworks for enterprise financing in Kenya and East Africa.
