Job Description
Key Duties and Responsibilities
- Developing and recommending for implementation policies, standards, strategies, guidelines and procedures for deployment, management and utilization of ICT business applications and resources for efficiency and effectiveness.
- Participating in the adoption and implementation of effective strategies for the selection and deployment of ICT applications, software, service delivery, business process continuity/disaster recovery and information security.
- Overseeing supervision, coaching, mentoring, training and development of the department staff to ensure a coherent and motivated team.
- Developing strategies for conservation, harnessing and dissemination of knowledge and information as well as management of the Corporation’s Intranet and web portals.
- Implementing and maintaining of back-up and disaster recovery sites to safeguard data to ensure confidentiality, availability and integrity of data within the Corporation.
- Developing, reviewing and implementing business requirements to inform deployment and rollout of ICT systems, Enterprise Resource Management Planning System, the Enterprise Data Warehouse & Business intelligence, and other business relevant applications.
- Developing and recommending the use of innovative strategies to leverage technology and business process re-engineering to enhance service delivery to stakeholders and address emerging global trends in the Corporation.
- Managing core banking systems and applications for institutions in receivership and under liquidation for data confidentiality, integrity and availability to ensure business continuity.
- Implementing of new business systems including data migration, systems testing, piloting and commissioning in liaison with the users.
- Implementing and reviewing of the department’s citizen service delivery charter to enhance accountability and transparency in service delivery to stakeholders.
- Participating in the development and implementation of departmental annual work plans; budgets and timely reports.
- Developing and implementing prioritized ICT systems & application analysis, design, review and maintenance for optimal operation in accordance with standards and policies.
- Reviewing and documenting business process improvements relating to business systems development and request for change.
- Collaborating with the software developments for system design, coding, testing, development, deployment, and maintenance for efficient operations of the Corporation.
- Coordinating system user training, acceptance test and signoffs of the newly deployed systems and undertaking end user satisfaction surveys.
- Undertaking continuous system security by monitoring to ensure all cyber security measures anti-virus utilities and firewall systems are up to date.
Requirements
For appointment to this grade, an officer must have:
- Cumulative period of twelve (12) years relevant work experience, three (3) of which must have been in the grade of Principal ICT Officer or in an equivalent or comparable position.
- Bachelor’s Degree in any of the following fields: - Information Technology, Computer Science, Information Communication Technology, Business Information Technology or equivalent qualification from a recognized and accredited institution.
- Master’s degree in any of the following disciplines: - Information Technology, Computer Science, Information Communication Technology, Business Information Technology, Computer Information Systems or equivalent qualification from a recognized and accredited institution.
- Professional Certifications from a recognized institution such as Cisco Certified Network Professional (CCNP) or Microsoft Certified Systems Engineer (MCSE), Certified Information Systems Auditor (CISA), Certified Information Systems Security Professional (CISSP), Certified Business Analyst (CBAP), Microsoft Certified.
- Solution Developer (MSSD) or any other relevant and recognized certification.
- Certificate in Database Management (Oracle, SQL, DB2 or its equivalent), Information Security (CISSP, Security+, CISA, CISM or its equivalent), Service Support Operations (ITIL, COBIT or its equivalent), Network Administration (CCNA, HCNA, N+, HP or its equivalent), System Administration (MCSE, Linux, Unix or its equivalent), or Software Development (Java, Visual Studio, Python, Oracle, or its equivalent) or relevant certification from an accredited examination body.
- Certificate in Leadership Course lasting not less than four (4) weeks from a recognized Institution.
- Membership to a relevant professional body where applicable and in good standing.
- A valid practicing certificate from a relevant professional body where applicable.
