The Kenya National Commission on Human Rights (KNCHR) is an independent National Human Rights Institution created by Article 59 of the Constitution of Kenya 2010 and established by the Government of Kenya through an Act of Parliament (the Kenya National Commission on Human Rights Act, 2011) and under the United Nations Paris Principles

Responsibilities or duties

Managerial / Supervisory Responsibilities

  • Supervise the implementation and review of supply chain management policies, strategies procedures and guidelines in line with relevant legal framework.
  • Supervise the implementation of all division’s programs to ensure completion of supply chain management assignments.
  • Maintain strategic partnerships with relevant stakeholders in support of the Commissions of objectives.
  • Supervise the preparation of statutory and compliance reports and coordinate the implementation of recommendations.
  • Supervise the management, monitoring and evaluation of the division’s processes and performance.
  • Supervise the preparation of the Commission procurement plans.
  • Supervise the utilization of the division’s budget.
  • Implement the Commission’s human resource functions in the division.

Operational Responsibilities / Tasks

  • Preparation of procurement statutory reports for timely submission to the board and external authorities.
  • Report on the implementation status of the procurement plan to establish level of implementation and compliance by user department.
  • Preparation of contract monitoring reports.
  • Preparation of inventory reports for auditing purposes.
  • Ensuring completeness and accuracy of all procurement statutory reports.
  • Ensure proper management of service providers and correspondences in order to effectively communicate the Commission’s position on various issues.
  • Maintain records pertaining to Division on all administrative matters.
  • Setting performance targets and work plans for the evaluation and monitoring of staff performance.
  • Supervise staff performance and build capacity including mentoring, coaching, staff appraisals and development of staff in the division.
  • Provide secretarial services to the various adhoc committees in line with relevant public procurement laws, policies and guidelines.
  • Draft professional opinions with regard to procurement processes.
  • Implement effective communication strategies for information flow between divisional staff.
  • Prepare the division budget.
  • Preparation of divisional monthly performance reports and quarterly performance evaluation reports.

Qualifications or requirements (e.g., education, skills)

Academic qualifications

  • Bachelor’s degree in any of the following disciplines: - Supply Chain Management and Logistics, Purchasing and Supplies Management, Procurement and Supplies Management, Procurement, Commerce (Supplies Management Option) Business Administration (Supplies Management option) or an equivalent qualification from a recognized and accredited institution;
  • Master’s Degree in any of the following disciplines: - Supply Chain Management, Logistics and Supply Chain Management, Procurement, Business Administration (Supplies Management Option) or equivalent qualification from a recognized and accredited institution;

Professional Qualifications / Membership to professional bodies

  • Certified Procurement and Supply Professional of Kenya (CPSP-K) Course or equivalent qualifications from a recognized and accredited institution
  • Membership to Kenya Institute of Supplies Management (KISM) or relevant professional body.
  • Must be a full member of KISM with a valid Professional Practicing License

Experience needed

Previous relevant work experience required

  • Bachelor’s degree from a recognized institution with seven (7) years of experience Or
  • Master’s degree from a recognized institution with five (5) years’ experience.
  • Certificate in Strategic Leadership Development Course lasting not less than four (4) weeks from a recognized and accredited institution.
