Background

Football Kenya Federation (Football Kenya/FKF) is the governing body that runs and manages football in Kenya.

Job Description

The Audit and Compliance Committee is established under Article 57 of the FKF Constitution. It consists of a Chairperson and a Deputy Chairperson, both of whom must hold accounting qualifications, and not more than five other Members, elected by the General Assembly upon proposal of the National Executive Committee for a term of four years. Article 46(2) further requires that the Committee be entirely independent: its members may not belong to the National Executive Committee or to any other body of FKF, including the General Secretariat, and may not act as a delegate of a Member at the General Assembly.

Responsibilities

The Committee's duties, set out in Article 57(2), are to: ensure the completeness and reliability of FKF's financial accounting and review its financial statements, consolidated financial statements and external auditors' reports; advise and assist the National Executive Committee in monitoring FKF's financial and compliance matters and monitor compliance with FKF's relevant regulations; and ensure that the Committee's own responsibilities, internal cooperation and procedural matters are stipulated in FKF's relevant regulations — which today extends to FIFA and CAF financial reporting and funding accountability requirements, including FIFA Forward.

Qualification Requirements

Chairperson and Deputy Chairperson

Article 57(1) of the FKF Constitution requires both the Chairperson and the Deputy Chairperson to hold accounting qualifications — unlike the judicial bodies, where the Constitution mandates a legal qualification for the Chairperson only, this requirement applies to both roles here.

  • Bachelor's degree in Accounting, Finance, Business Administration or a related field; a Master's degree or MBA is an added advantage.
  • Certified Public Accountant – Kenya (CPA-K) or equivalent internationally recognized qualification (e.g. ACCA, CIMA), and membership in good standing of the Institute of Certified Public Accountants of Kenya (ICPAK) or equivalent body.
  • Minimum seven (7) years of progressive experience in audit, finance or risk management, including prior audit committee or board-level oversight experience.
  • Working familiarity with FIFA and CAF financial reporting, funding accountability (including FIFA Forward) and governance requirements.

Members (up to 5 seats)

  • Bachelor's degree in Accounting, Finance, Business Administration, Law or a related field.
  • A recognized professional qualification (CPA-K, ACCA, CIA or equivalent) for at least three of the five seats, so that a majority of the Committee is financially literate at all times.
  • Minimum five (5) years of progressive professional experience in audit, finance, risk, compliance or corporate governance.
  • Experience in sports administration, non-profit governance, or public-sector audit is an advantage.
  • Ensure the completeness and reliability of FKF's financial accounting and review its financial statements, consolidated financial statements and external auditors' reports.
  • Advise and assist the National Executive Committee in monitoring FKF's financial and compliance matters.
  • Monitor compliance with FKF's relevant regulations.
