Purpose:

To provide expert guidance and lead the company's efforts in securing large-scale contracts through strategic bidding and client engagement.

Key Responsibilities:

• Lead the end-to-end tender process: from opportunity identification (through portals like TANESCO, EWURA) to submission and debrief.
• Develop winning bid strategies, value propositions, and compliance matrices for complex tenders (e.g., EACOP Waste Management, PBZ construction works).
• Manage the proposal team, including technical writers, estimators, and legal advisors.
• Ensure all bids demonstrate full compliance with mandatory requirements (Tax Clearance, Licenses, Local Content plans, NEMC approvals).
• Build a high-level network with procurement managers, project owners, and industry regulators.
• Conduct risk assessments and develop mitigation strategies for proposed projects.
• Train internal teams on tender preparation and procurement regulations.

Qualifications:

• 7+ years of proven success in business development, tender management, or consulting within Tanzania/East Africa.
• Deep expertise in the Public Procurement Act and sector-specific regulations (Oil & Gas, Mining, Banking).
• Strong project management and leadership skills.
• Extensive network in relevant industries (construction, energy, facilities management).
