UN Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP Ecosystems Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. The UNEP Regional Seas Programme encompasses 18 Regional Seas Conventions and Action Plans across the world. The UNEP Regional Seas Programme has been UNEP's most important regional mechanism for the conservation of the marine and coastal environment since its establishment in 1974. The purpose of this consultancy is: a) To enhance communication and advocacy for Regional Seas Branch (RSB) and Regional Seas Conventions and Action Plans (RSCAP) administered by UNEP
Qualifications or requirements (e.g., education, skills)
Education: Master’s degree in computer science, information technology, communication, or a related field is required. Language: English and French are the working languages of the United Nations Secretariat. For this post, fluency in English, is required. Knowledge of any other UN language is an added asset. Working experience: A minimum of 8 years’ working experience in communication and knowledge management related to ocean governance is required. Excellent written and verbal communication skills including high level of presentation and interpersonal skills, writing including synthesising and translating scientific and technical information as well extensive experience in capacity building facilitation and coordination involving a diverse audience and partner organisations. Proven experience in drafting briefing notes, speeches, talking points, key messages, and meeting reports; experience in producing content related to marine conservation or ocean-related work is an added advantage. Working experience in data manipulation tools and website management, coastal and marine environment, GIS, strong knowledge and experience with reporting packages and database applications (Microsoft Excel, Microsoft Access, Microsoft Sharepoint, Tableau, SQL, XML) is required. - Regional Seas Programme Communications Plan – Approved and implemented, aligned with UNEP branding and developed in collaboration with the 18 RSCAPs.
- 6 bi-monthly newsletters and 1 annual newsletter highlighting impact and achievements across RSCAPs.
- 8 Thematic Factsheets – Reviewed and updated to reflect current RSCAPs contributions and global context.
- At least 50 country profiles reviewed and validated in collaboration with the RSCAPs.
- Regional Seas Communications Working Group established with: a. Approved Terms of Reference (ToR). b. At least 3 interactive virtual meetings held with documented outcomes and follow-up actions.
- Support materials (e.g. briefs, talking points, communication products) developed for the different programmes (e.g. RSSD, Indicators Working Group, MPAs).
- At least 2 integrated campaigns planned and delivered to align with global events (e.g. UNEA, UNOC, World Oceans Day).
- At least 4 high-impact stories or results pieces published and disseminated via global channels.
- A communications toolkit and suite of templates (e.g. social media cards, event banners, presentation decks, story formats) co-developed with the UNEP Communications Division and validated by RSCAPs, to ensure consistent branding, tone, and messaging across the Regional Seas Programme.
- Regional Seas website updated and aligned with the new UNEP website template, with regular content uploads
- RSCAP websites support – Coordination provided to at least 4 UNEP-administered RSCAPs to adapt the new template.
- Key content repositories (e.g., WeDocs, InforMEA) – Updated with 100+ documents (policies, reports, publications).
- Inputs to revamped WeDocs platform – Contributed through consultations, feedback, and structured content organization ensuring RSCAP needs are reflected.
- Interactive dashboard – At least 2 dashboards developed and maintained to visualize key indicators.
- Excellent written and verbal communication skills
