The Government of Kenya, through the Ministry of Water, Sanitation, and Irrigation (MoWSI), with support from UNICEF-Kenya under the 2025–2027 WASH Programme, is implementing initiatives to expand water supply coverage, promote basic sanitation and hygiene, eliminate open defecation, and develop inclusive, gender-responsive, and climate-adaptive WASH facilities in schools, ECD centres, health facilities, and communities across priority counties. To strengthen these efforts and ensure effective collaboration with communities and stakeholders, the State Department for Water and Sanitation seeks to recruit a Communication and Community Engagement Specialist to lead the development and implementation of a project communication strategy over 12 months, focusing on communication objectives, public relations and media engagement, stakeholder coordination, and impactful community engagement.
Key duties and responsibilities
- Provide technical advice to State Department for Water and Sanitation (SDWS) and the PCU team on communication issues to enhance effectiveness in the communication of project activities.
- Establish and manage UNICEF-KENYA (2025-2027) WASH PROGRAMME information sharing system including social media channels, and other relevant public relations activities.
- Conduct a stakeholder analysis to map the key stakeholders required to drive the success of the project.
- Develop content including success and impact stories on UNICEF-KENYA (2025-2027) WASH PROGRAMME for public dissemination.
- Establish an effective system to develop messaging so as to respond to enquiries from the stakeholders in a timely manner.
- Provide support to the State Department for Water and Sanitation (SDWS) in planning and managing Project events.
- Monitor all mass media including newspapers and magazines, social media, websites, TV stations and radio stations for all mentions and coverage of the project and related activities.
- Play a leading role in external relations, building relations with media personnel, liaison and public relations.
- Support capacity building of all project implementing agencies on report writing, communication, and presentation skills.
- Work closely with project Monitoring and Evaluation (M&E) specialists to ensure that project achievements and impacts are effectively documented and communicated to stakeholders.
- Collaborate with other specialists in the project, such as the Social Development Specialist, Environmental Specialist, and Gender Specialist, to ensure that cross-cutting issues are effectively integrated into all communication efforts.
- Periodically undertake relevant research on project stakeholder’s perspectives, audience analysis, track public perception of the Project and develop appropriate communication response to emerging issues. The ultimate goal is to create and sustain increased positive awareness of the Project and win public support and participation for implementation.
- Any other duties assigned by the Director, Sanitation Management and Head of Development Cooperation..
Deliverables and Key Performance Indicators
- Communication Strategy for the UNICEF-KENYA (2025-2027) WASH PROGRAMME with quarterly communication plans;
- Relevant knowledge products such as IEC materials and project website
- Quarterly Project Newsletter
- Monthly progress reports with a clear plan for the following month.
Key Performance Indicators
- Number and quality of communication materials developed, such as newsletters, infographics, press releases, and social media posts.
- Frequency and quality of stakeholder engagement activities conducted, including workshops, meetings, and public forums.
- Growth in social media followers and engagement rates.
- Timeliness and accuracy in the dissemination of information.
- Number of successful media campaigns and public relations events executed.`
Key Qualifications:
- At least a Master’s degree in the field of Communication, development communication, Public Relations, Journalism, Marketing, Project Planning and Management or any other relevant qualification
- A Minimum of 5 years hands-on experience in Development Communications, Corporate Communications, Public Relations, Business Communications or Journalism; preferably with experience on donor funded projects.
- Established track record in communication, outreach, and knowledge management, video and graphic development and editing, proofreading, and copy editing, knowledge and experience in social media management.
- Demonstrated experience in digital marketing, social media management, and website content management.
- A team player with excellent interpersonal skills, Experience in building a network of internal and external stakeholders a strong asset.
- Excellent written, editorial and verbal communication skills both in English and Swahili
- It will have an added value if the Consultant is a member of a professional association e.g. Chartered Institute of Marketing (CIM), Marketing Society of Kenya (MSK), Public Relations Society of Kenya (PRSK), Chartered Institute of Public Relations (CIPR), Media Council of Kenya.
