The Government of the Republic of Kenya has received financing from the African Development Fund (ADF) towards the implementation of the Support to Higher Education, Science and Technology (HEST) Phase II Project and intends to apply part of the agreed amount for this Loan to payments under the contract for consultancy services to undertake a university competency-based education and training framework.
The services to be included under this project are to support the Commission for University Education in the review, validation, development, implementation and operationalization of a University Competence-Based Education (CBE) Framework in Kenya that enhances quality, relevance, employability, innovation capacity and industry responsiveness of university education.
i. Evaluate the draft framework of university education developed by CUE, current basic education framework and National skills demands and global best practices to identify areas and gaps for alignment with CBE
ii. Identify and engage relevant stakeholders in the design and validation of the framework
iii. Assess the existing university education and training systems in relation to competence-based education principles, industry needs, national qualification frameworks and global best practices.
iv. Develop comprehensive guidelines for competency-based curriculum development and review, encompassing curriculum design and delivery; teaching and learning; assessment; quality assurance; competency development; modularization; experiential learning; digital learning integration; flexible learning pathways; and other innovative approaches.
v. Harmonize the framework with national, regional and international education and qualification standards to support accreditation, quality assurance and academic mobility.
vi. Undertake individual university readiness detailed assessment and recommend capacity-building measures to implement CBE.
vii. Support the review and alignment of all university programmes with labor market demands and national development priorities.
viii. Define graduate competency profiles and learning outcomes for all academic programmes and disciplines in line with industry and professional standards.

ix. Build capacity of the key drivers of university education CBE
x. Firm-up the implementation matrix and the key milestones/ indicators
xi. Develop implementation, monitoring and evaluation parameters and strategies for the rollout and continuous improvement of the CBE framework within universities.
xii. Provide policy, institutional and financial needs recommendations for sustainable adoption and operationalization of competence-based education in universities, and
xiii. Develop Information, Education and Communication (IEC) materials for the framework
The assignment is expected to be undertaken over a period of twelve (12) months.
The State Department for Higher Education now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s ‘Procurement Policy for the Bank Group funded Operations” dated October 2015, which is available on the Bank’s website at http://www.afdb.org.

Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
