About the role
Palladium Data.Fi seeks to engage an individual with expertise in public financial management and intergovernmental fiscal relations, on consultancy basis, to provide technical support on the implementation of the Government-to-Government funding model. The consultant will work closely with the Ministry of Health, the National Treasury, Council of Governors and individual county governments to continually monitor budgetary commitments and funds flows across the framework’s priority areas and entities. Specifically, the consultant will:
Work with established stakeholders’ engagement structures to outline co-financing mechanisms at both national and county levels
Review national and county program-based budget structures and ensure the cooperation agreement priority programs are included within appropriate program codes
Monitor government budgetary commitments and funds disbursements
Work with COG and county governments to mobilize necessary budgetary allocations to support transition
Organize and support the development of a costed transition framework for vertical programmes.
Work with GoK to develop a G2G tracker
Primary Duties and Responsibilities:
The consultant will work with the Palladium’s and USG technical teams as well as national, and county governments across the following workstreams
Resource Mobilization and PFM support
The consultant will
- Review national and county PFM systems and identify opportunities for streamlining using HIS data for enhanced accountability and reporting
- Develop a resource mobilization plan aligned with donor transition timelines
- Engage the national and county level policy makers and resource allocation panels in the MTEF budget process to mobilize government budgetary commitments and meet funding transition milestones
Program Design and G2G Monitoring
- Conduct a detailed review of different G2G funding approaches and advise on suitable contextual arrangements
- Work with the MOH and COG coordination structures to operationalize an implementation plan as outlined in the implementation framework.
- Track implementation of the implementation plan and submit reports on key milestones and challenges
- Monitor counterpart commitments and funds flows to priority programs
Period of performance: March 15 to June 30, 2026, with total LOE not exceeding 10 days per month.
Required Qualifications:
- Education: Degree in Economics or health related course with a post graduate qualification in health economics and policy
- At least 8 years’ experience in health policy including UHC policy, health financing and public financial management,
- Deep understanding of Kenya’s PFM landscape and devolved governance
- Proven hands-on experience in implementing programs with a nexus of public financial management and health service delivery,
- Demonstrated capacity in evidence generation including conducting budget and expenditure analyses,
- Proven experience in leading engagements with MOH and Council of Governors.
Reporting and Coordination
The consultant will report directly to the Data.Fi project lead and work closely with
- The MOH G2G coordination team
- Council of Governors health secretariat
- Selected Counties
- Other relevant stakeholders
