Job Purpose

To support Gulf E&P BV by developing and implementing contracting strategies, managing the end-to-end tendering process - including preparation and issuance of invitations to tender, conducting objective bid evaluations, facilitating contract awards, and overseeing post-award contractor performance.

Principal Accountabilities:

  • Develops and executes sourcing and contracting strategies for upstream technical categories, including but not limited to EPF, drilling rigs, OCTG, and integrated well services, in alignment with field development and drilling plans.
  • Translates complex technical requirements into commercially robust contracting frameworks, ensuring optimal risk allocation through lump sum, day rate, unit rate, or performance-based models.
  • Leads end-to-end tendering for high-value technical packages, including contractor prequalification, ITT preparation, bid clarification, and coordination of both technical and commercial evaluations.
  • Conducts detailed commercial analysis, including rate benchmarking, pricing structures, and total cost of ownership (TCO), while evaluating contractual deviations and assessing risk exposure.
  • Leads commercial negotiations, securing favorable terms on pricing, performance incentives, service levels, and liability provisions in accordance with industry standards.
  • Supports operations during execution through variation management, claims resolution, and dispute handling, mitigating commercial and operational risks.
  • Coordinates supply chain and logistics for critical materials and equipment (e.g., OCTG, rig mobilization) to ensure alignment with well delivery timelines.
  • Administers post-award activities, including change orders, contract amendments, performance management, and contract close-out in compliance with governance requirements.
  • Identifies and mitigates commercial and contractual risks across upstream operations, in alignment with JV obligations and regulatory frameworks.
  • Drives cross-functional collaboration with drilling, engineering, HSE, and finance teams to deliver safe, cost-efficient, and schedule-driven outcomes.

Qualification & Experience

  • Bachelor’s degree in Procurement, Supply Chain Management, Business Administration, or a related field.
  • Professional certification, such as CIPS or MKISM
  • Training in sourcing, contract management, or supply chain analytics is an added advantage.
  • Minimum of seven (7) years of progressive experience in procurement within a structured organization.
  • Demonstrated expertise in end-to-end procurement processes, including sourcing strategy development, tendering, bid evaluation, negotiation, and contract award.
  • Proven experience in supplier sourcing, evaluation, and performance management.
  • Exposure within an Oil and Gas operating environment.
  • Demonstrated experience handling high-value and complex procurements across goods and services.
  • Experience in project-based or operational environments (e.g., energy, infrastructure, or manufacturing) is an added advantage.

Skills & Competencies:

  • Strong commercial acumen and negotiation skills, with a focus on value delivery and cost optimization.
  • Sound understanding of procurement policies, procedures, and governance frameworks.
  • Excellent analytical and problem-solving abilities, with the capacity to manage multiple priorities and complexities.
  • Strong stakeholder engagement and supplier relationship management capabilities.
  • Proven ability to manage multiple procurement activities concurrently while consistently meeting deadlines.
  • Strong communication skills, with the ability to interpret and present procurement data and recommendations effectively.
  • High level of integrity, attention to detail, and adherence to regulatory and organizational compliance standards.
  • Ability to understand technical scope of works
