Our client, a leading force in the Maldivian construction industry, is seeking an experienced and highly analytical Contracts Manager with a strong Quantity Surveying (QS) background to oversee the contractual and commercial management of construction and infrastructure projects.

The ideal candidate will be responsible for administering contracts, managing claims and variations, ensuring commercial compliance, mitigating contractual risks, and supporting project profitability throughout the project lifecycle.

The Contracts Manager will work closely with project teams, consultants, subcontractors, and clients to ensure that all contractual obligations are fulfilled in accordance with project requirements, company policies, and industry best practices.

Responsibilities or duties

Contract Administration

  • Review, evaluate, negotiate, and administer construction contracts, subcontracts, consultancy agreements, and supplier agreements.
  • Ensure all contracts comply with company standards, project specifications, and applicable laws and regulations.
  • Monitor contractual obligations, deliverables, timelines, and performance requirements.
  • Maintain proper documentation and records related to contracts, correspondence, approvals, and claims.
  • Interpret contractual provisions and provide guidance to project teams on contractual matters.

Commercial Management

  • Oversee commercial activities across multiple construction projects to ensure profitability and cost control.
  • Manage project budgets, forecasts, cash flow projections, and cost reporting.
  • Evaluate variations, change orders, and additional work claims.
  • Review payment applications, subcontractor valuations, and final accounts.
  • Support procurement and tendering processes, including bid evaluations and contract award recommendations.
  • Ensure accurate measurement and valuation of works in accordance with contract requirements.

Claims & Dispute Management

  • Prepare, evaluate, and negotiate contractual claims related to extensions of time, variations, delays, disruptions, and additional costs.
  • Identify contractual risks and implement mitigation strategies.
  • Assist in resolving disputes with clients, subcontractors, and suppliers through negotiation and commercial settlement.
  • Coordinate with legal advisors and management on arbitration, adjudication, or dispute resolution matters when required.

Quantity Surveying & Cost Control

  • Apply QS principles in project cost management, estimation, and financial analysis.
  • Review BOQs, tender documents, drawings, and specifications for commercial accuracy.
  • Conduct cost analysis and identify opportunities for value engineering and cost optimization.
  • Monitor project expenditures and ensure alignment with approved budgets.
  • Prepare and review interim valuations, variations, and final accounts.

Project Coordination

  • Collaborate with project managers, engineers, planners, procurement teams, and finance departments to ensure commercial objectives are achieved.
  • Attend project meetings and provide contractual and commercial advice to management and stakeholders.
  • Ensure subcontractor and supplier performance aligns with contractual obligations.
  • Support project delivery teams in achieving project milestones and financial targets.

Compliance & Reporting

  • Ensure compliance with company policies, contractual obligations, and industry regulations.
  • Prepare periodic commercial and contractual reports for senior management.
  • Monitor insurance, bonds, warranties, and contractual securities.
  • Maintain confidentiality of commercial and contractual information.

Qualifications or requirements (e.g., education, skills)

Required Qualifications, Skills & Key Competencies

  • Bachelor’s Degree in Quantity Surveying, Construction Management, Civil Engineering, or related field.
  • Professional certification or membership with recognized institutions such as RICS, CIOB, AIQS, or equivalent is preferred.
  • Strong knowledge of construction contracts, commercial procedures, and procurement practices.
  • Proficiency in cost control, valuation, variation management, and claims preparation.
  • Strong understanding of BOQs, tender analysis, and project financial management.
  • Familiarity with contract law and dispute resolution procedures.
  • Proficient in Microsoft Office, Excel, and QS/commercial software.
  • Excellent negotiation and communication skills.
  • Strong analytical and problem-solving abilities.
  • Ability to work under pressure and manage multiple projects simultaneously.
  • Strong leadership and stakeholder management skills.
  • Detail-oriented with high commercial awareness.

Experience needed

  • Minimum 12 years of experience in construction contracts and commercial management.
  • Strong background in Quantity Surveying for large-scale building and infrastructure projects.
  • Proven experience handling FIDIC and other standard forms of construction contracts.
  • Experience in high-rise, hospitality, infrastructure, or mixed-use projects is an advantage.
