The Commission for University Education (CUE) established by the Universities Act Cap 210 Laws of Kenya is a state corporation mandated to assure quality of university education, training and research in Kenya. A beacon of excellence in the Kenyan university education landscape, the Commission is steadfastly upholding its mandate to promote, advance, and assure quality university education. To achieve these objectives CUE seeks to recruit dynamic, result-oriented, competent and self-driven individuals for the position listed below:

Responsibilities or duties

Corporation Secretary & Director Legal Services, JOB GRADE CUE 2

a) Job Specifications

Duties and responsibilities at this level will entail:

  • Arranging the business of the Board and keeping records of the proceedings;
  • Providing advice on legal and corporate matters to the CUE through interpretation and writing legal opinions;
  • Providing secretariat services to the Board;
  • Ensuring compliance with statutes, regulations and procedures;
  • Formulating legal opinions and reports on various issues affecting the Board;
  • Formulating, vetting, reviewing, negotiating contracts, leases, agreements and memorandums of understanding;
  • Reviewing the Board’s legal framework and advising on levels of compliance by sector players;
  • Coordinating formulating and reviewing the Board’s policies to ensure that they are in line with relevant laws and Government Circulars;
  • Coordinating litigation management by liaising with the office of the Attorney;
  • Ensuring adequate representation of the Board;
  • Ensuring that requisite information and evidence on legal matters involving the Board is complied with and proper instructions issued to the office of Attorney General;
  • Negotiating disputes with a view to settling them out of court;
  • Coordinating legal audits to measure the Board’s level of compliance with various legal requirements;
  • Identifying legal risks and advising on mitigation measures;
  • Management and coordination of the Division including coaching and mentorship of Divisional staff;
  • Setting of performance targets, work plans, managing, supervising and developing staff for the legal services unit; and
  • Representing the Board in legal fora.

Qualifications or requirements (e.g., education, skills)

b) Person Specifications

For appointment to this grade, an officer must have: -

  • At least twelve (12) years relevant experience, five (5) years of which should have been at the level of senior management in a comparable institution;
  • Bachelors of Laws (LL. B) degree from a recognized institution;
  • Masters degree in Law (LLB) or equivalent qualification from a recognized institution;
  • Post graduate Diploma in Law (Advocates Training Programme) from the Kenya School of Law;
  • Admission as an Advocate of the High Court of Kenya
  • A valid practicing certificate;
  • Membership to the Law Society of Kenya (LSK) and the Institute of Certified Public Secretaries of Kenya (ICPS (K);
  • Certificate in Leadership Course lasting not less than four (4) weeks from a recognized institution;
  • Proficiency in computer applications;
  • Demonstrated professional competence and administrative capability as reflected in work performance and results; and
  • Fulfilled the provisions of Chapter Six of the Constitution.

c) Key competencies and skills

  • Analytical skills;
  • Communication skills;
  • Strategic and innovative thinking;
  • Interpersonal skills; and
  • Negotiation skills.

  • Clearance from the Ethics and Anti-Corruption Commission (EACC).
  • Tax Compliance Certificate from Kenya Revenue Authority (KRA).
  • Clearance Certificate from the Higher Education Loans Board (HELB).
  • Clearance Certificate from an approved Credit Reference Bureau (CRB).
