Minimum Qualification and Experience
For appointment to this grade, a candidate must have: –
- Master of Law/Social Sciences Degree from accredited and recognized Institution;
- Must be a certified secretary (CS)
- Membership of the Institute of Certified Secretary of Kenya and in good standing;
- Three (3) years experience as a Corporation Secretary or in a similar position in the public sector.
- Certificate in leadership course lasting not less than four weeks from a recognized institution will be an added advantage.
- Proficiency in computer applications;
- Demonstrated merit and ability as reflected in work performance and results.
Duties and Responsibilities at this level will entail:-
- An officer at this level will be responsible to the Vice Chancellor who is the University Secretary for:
- iProvide guidance on the Council on their duties and responsibilities and on the matter of governance;
- Assist the Council in carrying out the following;
- Council induction and training,
- Updating the Council and Committee Charters,
- Preparation of Council work plans,
- Council Evaluation,
- Governance Audit,
- Implementation of Code of Conduct and Ethics.
- Ensure the timely preparation and circulation of Council and Committee papers;
- Ensure the timely preparation and circulation of Council and Committee minutes;
- Be the custodian of the seal of the Institution and account to the Council for its use;
- Maintain and update the register of the conflicts of interest;
- Ensure that Council members are aware of all relevant laws affecting the Institution;
- Facilitate effective communication between the Institution and Stakeholders;
- Ensure that annual returns and promptly filed with the relevant authorities; and
- Except in exceptional circumstances, ensure that Board and Committee papers are circulated in advance of any meeting.
