Pre-Assignment Tasks:

  • Review background information about the SACCO, including existing policies. Including a review of existing policies, processes and tools and assess them against best practice standards as well as analyze the historical loan data available;
  • Hold an inception call with the F2F team and the SACCO to discuss assignment objectives and plans
  • Verify assignment goals and needs with the SACCO.

On Assignment Tasks:

  • ​Hold orientation meeting with F2F team;
  • Hold kickoff meeting with F2F team and the SACCO to finalize workplan and expected outcomes;
  • Review and document the lending process of the SACCO as well as any existing guiding documents or procedures
  • Refine the credit policy in consultation with the board and management
  • Conduct rapid key informant interviews to determine which indicators should be included in a draft loan credit scoring tool, and how these indicators might be weighted;
  • Recomend the most suitable type of credit scoring model (e.g. statistical, qualitative or hybrid), for the SACCO
  • Present the refined credit policy and prototype credit scoring tool the SACCO board and management for feedback and validation;
  • Develop a brief training manual to accompany the credit scoring tool
  • Provide a brief dedicated trainings on the new scoring model and its application for SACCO staff/key management
  • Draft final trip report.
  • Hold debriefing session with SACCO, F2F team and USAID.

End of Assignment Report and Other Deliverables Required:

  • Credit policy
  • Agriculture Loan Credit Scoring Tool;
  • Training manual for Agriculture Loan Credit Scoring Tool;
  • Final Trip Report detailing work completed throughout the assignment as well as recommendations for the host organization
  • A PowerPoint presentation for debriefing with USAID, the host, and F2F

The Expertise of Volunteer Experts Requested:

  • ​Higher university degree in finance, banking, Economics, International Development, Public Policy or other relevant field.
  • At least 10 years' experience in credit risk assessment
  • Highly developed analytical skills with ability to produce high quality analytical reports and policy papers.
  • Practical experience with management and operations of savings and credit cooperatives.
  • Demonstrated experience in developing, reviewing, and updating organizational policies and procedures.
  • Experience working with smallholder farmer agri-businesses in developing countries is a plus
  • Experience working in Kenya and/or the region is plus.
  • Strong leadership and communication skills
  • Demonstrated capacity to plan strategically and flexibly.
  • Experience delivering group training.
  • Skilled in adult training methods.
  • Sufficiently physically fit, with appropriate medical clearance.
  • Experience with PowerPoint presentations is desirable.
  • Fluency in English
  • The ability to work through translators in the field is essential.
  • Cultural sensitivity issues in communication.
  • Experience with training and mentoring subsistence farmers in sub-Saharan Africa preferred.
  • Good writing and analytical skills and interpersonal communication
