Job Description
Christian Health Association of Kenya (CHAK) is a national faith based organization committed to promoting universal access to quality health care in Kenya since 1946. CHAK has been awarded by USAID the USAID Jamii Tekelezi HIV & OVC (JTP) project which covers the counties of Meru, Tharaka Nithi, Embu and Nyandarua. JTP Consortium is led by CHAK and includes MEDS, NOPE and implementation done in close partnership with the County Governments. USAID Jamii Tekelezi is a county-level service delivery program offering quality and sustainable HIV prevention, care and treatment services in the counties of Meru, Tharaka Nithi, Embu and Nyandarua. The project also supports services for orphans and vulnerable children (OVC) in Meru County only.
The objective of the project is to enable the counties to achieve epidemiological control of HIV infections, safeguarding the rights and welfare of children and adolescents impacted by HIV/AIDS and ensuring equitable access to quality primary health care services. It will also support targeted health systems strengthening and capacity building interventions to enable activities and responsibilities to incrementally and gradually transition to the county governments. The Project Head Office is located in Embu County with field county level offices in
Tharaka Nithi, Meru and Nyandarua.

About Job
We are seeking to recruit competent and self-driven personnel to fill the following positions within our project sites: Data Management Officer (DMO) 1 Position – Meru
The DMO will be responsible for managing and maintaining a comprehensive USAID Jamii Tekelezi Program (UJTP) data base, ensuring consistency and integrity of data; overseeing collection and reporting of data. Interprets data, including statistical values, and provides advice and consultation regarding implications; may make recommendations for adjustments. Conducts needs assessments, designs and creates databases, and participates in testing and implementation of new applications and/or enhancements and modifications to existing systems. Provides assistance and training to system users.
Reporting to the M&E Manager the

Key duties and Responsibilities:
• Contributes to development and design of methods and procedures for collecting, organizing, interpreting, and classifying information for input into CHAK database.
• Monitor and validate data quality in all EMR systems deployed within supported facilities
• Review and verify accuracy of the MoH and program data for NASCOP, PEPFAR and other relevant stakeholders
• Supports needs assessment activities and works with other MEL staff to determine feasibility of new databases and/or enhancements or modifications to existing databases.
• Contributes to development of specifications for data capture and entry; supervises data entry and cleaning activities ensure consistency, quality, and integrity of data.
• Programs, debugs, and runs a variety of scheduled and ad hoc listings, summaries, statistics, labels, and other electronic and/or presentation reports.
• Provides technical assistance and training to both Program and MOH in the use of personal computers, standard software packages, and relevant information systems.
• Coordinates collation of adhoc data requests by CHAK and PEPFAR
• Consults with and advises program officers and CHMTs on the use and interpretation of MOH data
• Ensures strict adhere to data protection protocols and policies

Minimum Job Requirements
• Diploma in statistics, computer Science/IT studies, epidemiology, or mathematics from a recognized institution
• A Bachelor’s Degree is an added advantage
• Experience in design of DHIS2 Instance for complex integrated USAID projects
• Expert skill level in the use of health aggregate databases (MoH KHIS, CPIMS & DATIM), KenyaEMR and National Data Warehouse
• At least two years of relevant experience in a PEPFAR funded program and familiar with USAID/PEPFAR reporting guidelines
• Demonstrated experience in development of web-based data visualizers and dash boards
• Proficient in at least one statistical analysis package (Epi-Info, R, SPSS and STATA)
• Strong data management and analysis skills
