Responsibilities or duties
The Deputy Director, Finance & Accounts is responsible for the following functions;
- Implementing financial regulations, policies and guidelines in the provision of finance and accounts services;
- Developing and implementing Internal Financial Controls;
- Maintaining accurate and complete financial record of NLAS and regularly review the financial system;
- Undertaking project appraisals and capital budgeting;
- Preparing budget proposal and cash flow projections;
- Implementation, monitoring and reviewing of the budget;
- Ensuring prudent utilization of financial resources;
- Conducting and facilitating training and research in the department;
- Preparing the financial reports, financial statement and submit to relevant stakeholders; and
- Ensuring compliance with applicable financial statutory obligation and circulars.
Qualifications or requirements
Experience needed
- At least fifteen (15) years cumulative work experience, three (3) of which should have been at the grade of Assistant Director, Finance & Account or in a comparable position in the private or public sector;
- Bachelor’s Degree in any of the following disciplines: Commerce, Finance, Economics, Business Administration/ Management (Finance or Accounting option) or equivalent qualification from a recognized institution;
- Master’s degree in any of the following disciplines: Commerce, Finance, Economics, Business Administration/Management (Finance or Accounting Option) or equivalent qualification from a recognized institution;
- Certified Public Accountant (CPA) or equivalent qualification from a recognized institution;
- Membership to the Institute of Certified Public Accountants of Kenya (ICPAK) OR Associate of Certified Chartered Accountant (ACCA) or any other relevant professional body in good standing;
- Certificate in Leadership Course
- A valid practicing license where applicable;
- Demonstrated merit and ability as reflected in work performance and result;
Remuneration will be in accordance with NLAS Salary Scale:
NLAS GRADE 3. Kshs. 202,875 x 19,303 – 22,2178 x 19,305 – 241,483 x 19,305 – 260,788 x 19,305 – 280,093 x 19,305 – 299,398 x 19,305 – 318,703 x 19,305 – 338,008 x 19,305 – 357,313 p.m.
NOTE: NLAS Grades 1, 2 & 3 are on a three-years contract basis, renewable once while the rest are on permanent and pensionable terms
Successful candidates MUST satisfy the requirements of Leadership and Integrity as set out in Chapter six (6) of the Constitution of Kenya and shall be required to present the following documents before being issued with an offer letter;
- Clearance from Ethics and Anti-Corruption Commission;
- Tax Compliance Certificate from Kenya Revenue Authority;
- Certificate of Good Conduct from the Directorate of Criminal Investigations;
- Certificate of Clearance from Credit Reference Bureau; and
- Clearance Certificate from Higher Education Loans Board or proof of ongoing repayments.
