Duties and responsibilities
Duties and responsibilities entail;
- Developing and overseeing the implementation of a dynamic Finance strategy that is able to deliver exemplary services and results as envisioned in the strategic plan;
- Develop the Council’s budget and continuously monitor and evaluate its implementation;
- Giving oversight to the Council’s financial affairs and advise the Council on financial planning strategies and policies;
- Ensuring effective and efficient management of the Council’s resources including finances and other assets and liabilities;
- Ensuring the provision of meaningful, accurate and timely financial and management accounts and reports to the Chief Executive Officer and the Council;
- Negotiating with banks, donors and development partners for appropriate support;
- Participating in the development and review of the Council strategic plan;
Requirements for appointment
For appointment to this grade, an officer must have: -
- At least fifteen (15) years’ work experience three (3) of which must be at grade of Assistant Director, Finance and Accounts or in a comparable position;
- Bachelor’s Degree in Commerce, Business Management, Business Administration (Accounting or Finance option) or its equivalent qualifications from a recognized institution;
- Master’s Degree in any of the following disciplines: - Business Administration (Finance or Accounts option) or any other related field from a recognized University or institution;
- Must have Certified Public Accountants (CPA-K)/ Association of Chartered Certified Accountants (ACCA) or their equivalent;
- Membership in good standing of the Institute of Certified Public Accountants of Kenya (ICPAK);
- Leadership course lasting not less four (4) weeks;
- Practicing license with institute of Public Accountants of Kenya (ICPAK); and
- Proficiency in computer applications.
