Deputy Director, Human Resource Management & Administration (AFGM 3)

Job Description

The successful candidate will be responsible for:

  1. Overseeing the development, implementation, and review of human resource management and administration strategies, policies, legislation, guidelines, procedures, regulations, frameworks, and work plans.
  2. Coordinating the development and implementation of organizational structures, career progression guidelines, talent management, and succession planning.
  3. Coordinating recruitment, selection, promotions, training, staff development, compensation, benefits, retention, and separation processes.
  4. Coordinating the administration of declarations of income, assets, liabilities, and compliance with the Public Officer Code of Conduct and Ethics.
  5. Coordinating disciplinary control procedures.
  6. Coordinating staff pension administration, welfare, occupational health, and safety.
  7. Managing staff welfare schemes, including group life insurance, accident cover, medical, and insurance schemes.
  8. Promoting the Values and Principles of Public Service and ensuring compliance.
  9. Spearheading the establishment and maintenance of skills inventories, staff databases, and payroll audit systems.
  10. Overseeing the development, implementation, and review of the Board's Terms and Conditions of Service.
  11. Coordinating and monitoring staff performance appraisal processes.
  12. Overseeing the implementation, maintenance, and updating of Human Resource Management Information Systems (HRMIS).
  13. Coordinating office accommodation, registry services, and general administrative functions.
  14. Coordinating the establishment and maintenance of an inventory of the Board's assets and properties.
  15. Ensuring compliance with statutory and regulatory administrative requirements, including property and motor vehicle insurance and logbook management.
  16. Coordinating work environment surveys to improve workplace conditions.
  17. Coordinating the identification and disposal of obsolete and unserviceable assets.
  18. Promoting and ensuring compliance with data protection requirements.
  19. Managing, mentoring, coaching, and developing staff.
  20. Facilitating capacity building in human resource management and administration.

Job Specifications

Applicants must possess:

  • A minimum of four (4) years' experience serving in the position of Assistant Director, Human Resource Management and Development or an equivalent position.
  • A Bachelor's degree in any of the following fields:
    • Human Resource Management
    • Public Administration
    • Business Administration
    • Business Management
    • Political Science
    • Social Sciences
    • Management
    • Or an equivalent qualification from a recognized institution.
  • A Master's degree in any of the following fields:
    • Human Resource Management
    • Business Administration
    • Business Management
    • Public Administration
    • Political Science
    • Or an equivalent qualification from a recognized institution.
  • Certified Human Resource Professional (CHRP-K) qualification or its equivalent.
  • A Leadership Course lasting at least four (4) weeks from a recognized institution.
  • Certificate in Computer Applications.
  • Sound knowledge of the Kenya Labour Laws.
  • Compliance with the requirements of Chapter Six of the Constitution of Kenya on Leadership and Integrity.
  • Demonstrated professional, managerial, and leadership competencies with proven performance.
