JOB DETAILS:
Job Title Deputy Director, Information Communication Technology
Reports To DIRECTOR, CORPORATE SERVICES

Job Purpose
Reporting to the Director Corporate Services, the successful candidate will be responsible for promoting the use of ICT in delivery of services towards realization of the Authority’s mandate.

1. Scope of Work /Duties /Responsibilities
1.1. Overseeing formulation and implementation of ICT policies, strategies, and procedures;
1.2. Ensuring adoption and adherence to ICT standards;
1.3. Coordinating the management of designs and implementation of ICT systems, infrastructure, and projects;
1.4. Coordinating administration and implementation of ICT policies and procedures;
1.5. Overseeing establishment and implementation of ICT data protection systems;
1.6. Overseeing the developing work plans and budgets for the ICT department;
1.7. Coordinating the development, implementation, and maintenance of systems;
1.8. Carrying out systems analysis, design, and programmer specifications in liaison with users;
1.9. Ensuring adherence to established ICT standards;
1.10. Coordinating the installation certification, repairs and maintenance of Information Communication Technology equipment, solutions, and associated peripherals;
1.11. Overseeing administering and maintaining web-based systems and database
1.12. server’s configuration;
1.13. Coordinating the maintenance of Systems security and Databases; and
1.14. Overseeing the management of outsourced ICT services and service providers.
1.15. Managing staff performance in the Human Resource Department

2. Qualifications
2.1. Bachelor’s Degree in any of the following: Information Technology, Computer Science, Business IT, Software Engineering, ICT Project Management, Computer Engineering, or their equivalent from a recognized Institution;
2.2. Master’s Degree in any of the following disciplines: - Information
Technology, Computer Science, Business IT, Software Engineering, ICT Project Management, Computer Engineering or any other relevant and equivalent qualification from a recognized Institution;
2.3. PRINCE2, PMP or equivalent Project Management Certification;
2.4. At least one IT management certification CompTIA Project+, CAPM, CGEIT, CSM, CISSP, COBIT or other equivalent qualifications;
2.5. At least one information Security certification CISM, CEH, CompTIA Security+, CISSP, GSEC or other equivalent qualifications;
2.6. At least any two (2) certifications from relevant professional bodies in either CCNP, CDCP, CCNA Cloud, CCNA Industrial/IoT, CCNA, MCSE, MCSA, MCSD, N+, A+ OCA, CISSP, Linux+, Network+, Microsoft Certified IT Professional (MCITP), CISA, CISM, CGEIT or other equivalent qualifications from a recognized institution;
2.7. CISA Membership or an equivalent ICT professional body in good standing;
2.8. Leadership Development Course from a recognized institution;
2.9. Certificate in Management Course from a recognized institution;
2.10. Demonstrated merit and ability as reflected in work performance and results; and
2.11. Fulfilled the requirements of Chapter Six (6) of the Constitution.

3. Experience
3.1. A minimum period of ten (10) years in relevant work experience and at least three (3) years in a Supervisory position in the Public Service or
Private Sector;
