Job Purpose:

An officer at this level will be responsible to the Director of Human Development and Employee Performance to establish and operationalize the Human Resource Development (HRD) function in County Public Service.

Duties and Responsibilities

  • Coordinate training, staff development and capacity-building function in the County
  • Prepare the sector training budget
  • Establish policy guidelines, interpret and provide advice on HRD issues
  • Assists in review, design and interpretation of Human Resource Development Policies.
  • Facilitate communication of any changes to prevailing HR development policies to all affected County Sectors/departments.
  • Facilitate in-house training to ensure employees understand the rationale underpinning policy change and monitor its successful implementation.
  • Facilitating the audit of HR development activities in the County
  • Advise on proper staff complement utilization, making proposals on human capital optimization and succession planning.
  • Provide technical advice to County Training Committees (CTCs) and County Human Resource Advisory Committee (CHRMAC) establish linkages and liaise with Public training institutions/providers for staff training.
  • Oversee attachments and internship of students from learning institutions to relevant sectors/ departments in the County and enabling work environment exposure.

Job Requirement

For appointment to this grade, an officer must have: -

  • Served in the grade of Assistant Director, Human Resource Development for a minimum period of three (3) or in a comparable position;
  • Bachelor’s Degree in Human Resource Management or its equivalent qualification from a recognized institution; OR Bachelor’s Degree in any of the following disciplines: Sociology, Public/ Business Administration, or its equivalent qualification from a recognized institution Plus a Diploma in any of the following disciplines: Human Resource Management, Industrial Relations, Labour Relations, or its equivalent qualification from a recognized institution;
  • Certified Human Resource Professional Course- CHRP(K);
  • Membership to the Institute of Human Resource Management;
  • Valid practicing license from the Institute of Human Resource Management
  • Management Course lasting not less than four (4) weeks from a recognized institution;
  • Proficiency in Computer applications; and
  • Demonstrated a thorough understanding of National goals, policies, objectives and the ability to translate them into human resource management policies and programmes.
