JOB DETAILS:
Job Title Deputy Director Strategy & Planning
Reports To DIRECTOR STRATEGY & PLANNING SERVICES

Job Purpose
Reporting to the Director Strategy and Planning, the successful candidate will be responsible for spearheading and initiating policy formulation, performance management, monitoring & evaluation, resource mobilization including development and reviewing strategic plan of the Authority.

1. Scope of Work /Duties /Responsibilities PLANNING
1.1. Coordinate the development, implementing and reviewing the Authority internal policies, regulations, guidelines;
1.2. Developing the agenda items for management on issues of corporate planning and Resource Mobilization;
1.3. Ensure alignment the Authority’s strategies with national and county
1.4. policies, plans and strategies;
1.5. Coordinating corporate performance management process of all the departments and divisions at the Authority;
1.6. Coordinate the development of monthly, quarterly, semi-annual and annual organizational performance reports;
1.7. Ensure preparation, implementation, monitoring and evaluation of the Authority’s work plans and Performance Contract (PC).
1.8. Ensuring production of quality planning reports
1.9. (Guiding the performance contracting process for the Authority
1.10. Developing, implementing and reviewing resource mobilization, strategies and programmes;
1.11. Developing a framework for stakeholders’ collaborations,
1.12. Preparing reports to donors and relevant agencies;
1.13. Participate in drafting and revision of agreements with partners;
1.14. Identifying and mapping of potential and emerging sources of funding and assessing their current usage and potential for the future;
1.15. Participate in the development of proposals for funding;
1.16. Identifying key strategic partners and maintaining a database

MONITORING AND EVALUATION
1.17. Developing tools for corporate monitoring and evaluation
1.18. Carrying out corporate monitoring and evaluation;
1.19. Identify, formulate, examine, analyses and initiate review of policies
1.20. touching on the Authority’s programs and services
1.21. Participate in preparation of policy position papers
1.22. Participating in the performance contracting process for the Authority
1.23. Prepare, collect data, analyses, report, monitor and evaluate Performance Contract.
1.24. Undertake studies as per organizations Strategic Plan and Performance Contract such as Sectorial Studies; Customer, Employee Satisfaction, Work Environment Surveys.
1.25. Ensuring alignment of corporate strategies with national and county policies, plans, programs and priorities
1.26. Preparing quarterly, biannual and annual implementation reports 1.27. Preparing the budget and work plans for the division;
1.28. Identifying performance targets for the division.
1.29. Monitoring the implementation of the division’s budgets; and
1.30. Participate in developing strategies for stakeholder consultations and engagements.

2. Qualifications
2.1. Bachelor’s Degree in pharmacy, Medicine, Business Management, Finance, Supply Chain Management, or any other related field from a recognized University.
2.2. Master’s Degree in a relevant field.
2.3. Professional qualification. Bachelor's Degree in any of the following fields: Economics, Statistics, Mathematics, Strategic Management, Business Development, Development Studies, and Business Administration or equivalent qualifications from a recognized institution;
2.4. Master’s Degree in any of the following fields: Economics, Statistics, Mathematics, Strategic Management, Business Development, Development Studies, and Business Administration or equivalent qualifications from a recognized institution;
2.5. Management course lasting not less than four (4) weeks from a recognized institution;
2.6. Member of a relevant professional body in good standing where applicable;
2.7. Proficiency in computer applications; Demonstrated managerial, administrative and professional competence in work performance.
2.8. Fulfill the requirements of Chapter Six of the Constitution

3. Experience
3.1. A minimum period of ten (10) years in relevant work experience and at least three
(3) years in a Supervisory position in the Public Service or Private Sector.
