TERMS OF REFERENCE

DEVELOPMENT OF DISABILITY TRAINING MANUALS AND ASSOCIATED PROGRAMME IMPLEMENTATION TOOLS

BACKGROUND

In 2018, m2m Kenya with support from LGT Venture Philanthropy and Johnson & Johnson integrated nurturing care for Early Childhood Development (ECD) into its Reproductive Maternal Newborn and Child Health / Prevention of Mother to Child Transmission of HIV (RMNCH/PMTCT) programme in Mathare North Health Centre, its model site in Nairobi County. The goal is to ensure that HIV-positive, HIV-exposed, and other vulnerable young children have improved health, wellbeing, and developmental outcomes. The program aims to reduce HIV vertical transmission, and improve linkages and retention in care among children aged 0-3 years. It also works to improve the health and wellbeing of pregnant women and mothers of young children; and to create safe and stimulating environments for early childhood development within health facilities, homes, and communities. The model site operates on a health facility-to-community platform with community health workers known as “Mentor Mothers” deployed at the health facility and in its catchment communities. HIV positive and negative pregnant and breastfeeding are educated and supported to access integrated ECD/RMNCH/PMTCT services at the health facility. From November 2018 to date, m2m has enrolled over 800 families of high-risk index clients who receive routine household visits for family-centred support, referrals and linkages to essential services.

m2m intends to transform its current programme into be disability sensitive and inclusive to improve nurturing care and support for vulnerable young children, including children with disabilities, their mothers and families. As a prerequisite, m2m Mentor Mothers as well as healthcare workers in Mathare North Health Centre require capacity building on responsiveness to clients (caregivers, children and adolescents) living with disability.

SCOPE OF THE ASSIGNMENT

The consultant will address the tasks below:

  1. Develop or design disability in-service training curriculum for Mentor Mothers
  2. Develop or design disability job aids (e.g. client education cards, disability screening tools, etc.) for Mentor Mothers
  3. Identify and map disability support and/or service providers in Nairobi City

EXPECTED CONSULTANT PROFILE

The consultant is expected to be an individual or firm or organization with minimum 5-10 years’ experience in disability programming, including assessments, design, implementation, monitoring and evaluation.

PROPOSAL SPECIFICATIONS

Interested consultants must include in their application a detailed (a) technical and (b) financial proposal with the following components:

  1. Technical Proposal
  • Consultant profile and capacity statement
  • Understanding and interpretation of the TOR
  • Methodology to be used in undertaking the assignment
  • Tentative work plan
  1. Financial Proposal
  • Detailed cost proposal in Kenya Shillings.
