Description
We are seeking an experienced and strategic Digital Health Senior Associate to join our Health Practice. This senior role is designed for a professional who combines deep expertise in health information systems with the gravitas and communication skills to engage confidently with senior government officials, multilateral partners, and executive stakeholders. You will lead the design and delivery of complex digital health programmes across Africa, translating technical realities into strategic recommendations and driving sustainable digital transformation in health systems.
This is not a software development role. We are looking for a highly capable business analyst and digital health strategist who understands health information systems end-to-end and can bridge the worlds of policy, health systems, and digital technology.
Key responsibilities:
Strategic Leadership in Digital Health
- Lead the development and review of national and sub-national digital health strategies, investment cases, and roadmaps, positioning the organisation as a trusted thought partner to Ministries of Health and regulatory bodies.
- Provide authoritative analysis of digital health ecosystems, benchmarking against global frameworks (WHO SCORE, DHIS2, OpenHIE) to identify strategic opportunities and gaps.
- Represent the organisation at senior-level convenings, technical working groups, and policy dialogues with government counterparts, development partners, and donors.
Health Information Systems (HIS) Expertise
- Serve as a subject-matter expert on health information systems architecture, data flows, and interoperability standards (HL7 FHIR, ICD, LOINC).
- Lead assessments of existing HIS landscapes, including routine health information systems (RHIS), electronic medical records (EMR), disease surveillance platforms, and logistics management information systems (LMIS).
- Advise on HIS strengthening plans, data governance frameworks, and the integration of community health, facility, and national-level data systems.
- Guide clients and partners on platform selection, configuration, and scale-up decisions, drawing on knowledge of DHIS2, OpenMRS, iHRIS, and comparable tools.
Senior Stakeholder Engagement & Partnership Management
- Build and sustain trusted relationships with government officials, bilateral and multilateral partners, and implementing NGOs.
- Independently lead high-stakes meetings, negotiations, and presentations, demonstrating the presence and credibility to influence decision-making at the highest levels.
- Serve as the primary point of contact for key client relationships, proactively managing expectations and escalating issues appropriately.
- Co-author policy briefs, technical reports, and funding proposals targeted at executive and government audiences.
Business Analysis & Requirements Definition
- Lead complex business analysis engagements: stakeholder mapping, process analysis, gap assessments, and the definition of functional and non-functional requirements for digital health solutions.
- Apply service design and human-centred design methodologies to ensure that digital solutions are grounded in real user needs across diverse health system contexts.
- Oversee workflow mapping, use-case development, and requirements documentation, ensuring alignment between technical teams and health system realities.
- Translate complex HIS requirements into clear, actionable specifications that can be understood by both technical developers and non-technical health stakeholders.
Programme & Project Leadership
- Take end-to-end ownership of digital health workstreams, managing scope, timelines, budgets, and quality across multiple concurrent projects.
- Mentor and guide junior team members, building internal capacity in digital health methodology and stakeholder engagement.
- Oversee the design and implementation of monitoring & evaluation frameworks for digital health interventions, ensuring learning is captured and applied.
- Manage relationships with technology vendors, system integrators, and sub-contractors, holding partners accountable to agreed deliverables.
Innovation & Emerging Technologies
- Stay at the forefront of digital health innovation, including AI-assisted clinical decision support, telemedicine, mobile health, and data analytics for health system management.
- Assess the feasibility and scalability of emerging digital tools in low- and middle-income country (LMIC) contexts, providing evidence-based recommendations to clients.
- Provide strategic oversight of chatbot, AI integration, and no-code/low-code solution
Requirements
Essential
- 6+ years of progressive experience in digital health, health information systems, or a closely related field, with a demonstrable track record of senior-level delivery.
- Deep knowledge of health information systems architecture and at least one major HIS platform (e.g., DHIS2, OpenMRS, iHRIS, or equivalent).
- Proven experience engaging and presenting to senior government officials, UN agencies, or major international development donors.
- Strong business analysis skills, including requirements gathering, process mapping, and functional specification writing.
- Experience working in or supporting health systems in Sub-Saharan Africa.
- Bachelor’s degree in a relevant field (public health, health informatics, information systems, or related discipline); Master’s degree preferred.
Preferred
- Familiarity with global digital health frameworks and standards: WHO SCORE, OpenHIE, HL7 FHIR, SNOMED CT.
- Experience supporting Ministries of Health in the development or operationalisation of national eHealth or digital health strategies.
- Knowledge of health programme areas relevant to the Africa context (HMIS, immunisation, HIV/AIDS, maternal & child health, disease surveillance).
- Familiarity with no-code/low-code platforms and chatbot or AI integration in health workflows.
