Director, Counties & Constituencies Coordination
DUTIES AND RESPONSIBILITIES
- Coordinate all County Election Managers (CEMs) and Senior Election Officers (SEOs).
- Provide administrative leadership to all field offices.
- Ensure the uniform implementation of Commission policies and decisions.
- Coordinate communication between the Commission’s headquarters and field offices.
- Recommend interventions to improve service delivery.
- Coordinate annual performance appraisals.
- Ensure compliance with Commission policies, procedures and standards.
- Monitor adherence to statutory and administrative requirements.
- Coordinate the allocation of vehicles, equipment and office resources.
- Monitor the utilisation of field resources.
- Identify operational gaps and recommend corrective action.
- Assess the readiness of county and constituency offices.
- Coordinate preparedness assessments before elections.
- Monitor the implementation of readiness-improvement plans.
- Coordinate Commission visits to counties and constituencies.
- Identify operational risks affecting field offices and coordinate appropriate mitigation measures.
- Monitor security and business continuity issues affecting field operations.
- Consolidate reports from all counties.
- Prepare management briefs for the Commission.
- Track the implementation of Commission resolutions at county and constituency levels.
- Coordinate the continuous professional development of field staff.
- Identify the training needs of field officers.
- Coordinate and collaborate with all other directorates within the Commission to ensure effective service delivery.
- Perform any other duty that may be assigned from time to time.
REQUIREMENTS FOR APPOINTMENT
- Bachelor’s degree in any of the following disciplines: Finance, Accounting, Planning, Education, Project Management, Business Management, Political Science, Human Resource Management, Sociology, Social Work, Development Studies, Communication, Public Administration, Public Relations, or an equivalent qualification from a recognised institution.
- Master’s degree in Social Sciences, Communication, Education, Planning, or an equivalent qualification.
- At least fifteen (15) years’ cumulative experience, three (3) of which must have been at senior management level.
- Strong strategy development and execution skills.
- Strong planning and coordination skills.
- Strong problem-solving and analytical skills.
- Excellent presentation, oral and written communication skills.
- Ability to make critical and timely decisions in a highly sensitive environment.
- Meet the requirements of Chapter Six (6) of the Constitution of Kenya.
- Certificate in Computer Applications.
- A leadership and management course lasting not less than two (2) weeks.
