DUTIES AND RESPONSIBILITIES

  • Develop and ensure the implementation of human resource and administration strategies in line with the Commission’s strategy.
  • Coordinate reviews of the Secretariat’s organisational structure and provide strategic advice on its appropriateness with regard to effectiveness and efficiency.
  • Contribute to the development of electoral reforms relating to human resources, including developing and overseeing the implementation of appropriate change initiatives.
  • Advise the Commission on facilities management, including disposal policies and procedures.
  • Supervise, develop and mentor managers.
  • Develop accountability structures, supervise periodic reporting and projects, and monitor performance indicators for the Human Resource and Administration departments.
  • Oversee the development of human resource plans in coordination with other directorates and departments.
  • Oversee the development of an appropriate administration structure to ensure effective and efficient service delivery and value for money.
  • Ensure that the Commission is adequately resourced with professional and competent personnel through sound talent-sourcing and retention programmes.
  • Advise the Directorate on electoral operations procedures and systems for the recruitment and training of electoral operations officers.
  • Develop and inculcate a culture of performance management throughout the Commission.
  • Participate in management meetings and advise other directorates on matters relating to human resource and administration.
  • Ensure the development and implementation of a fleet management system.
  • Oversee the maintenance and safe custody of the Commission’s equipment and facilities.
  • Oversee the construction of new office facilities and warehouses.
  • Ensure the development of capacity-building plans and career progression paths within the Commission.
  • Develop accountability structures, supervise periodic reporting and projects, and monitor performance indicators for the Human Resource and Administration departments.

REQUIREMENTS FOR APPOINTMENT

  • Bachelor’s degree in Human Resource Management, Business Administration, Social Sciences, or an equivalent qualification from a recognised institution.
  • Master’s degree in Human Resource Management, or a master’s degree in Social Sciences accompanied by a Postgraduate Diploma in Human Resource Management.
  • Certified Human Resource Professional (CHRP) qualification.
  • At least fifteen (15) years’ cumulative experience, three (3) of which must have been at senior management level.
  • Must be a member of the Institute of Human Resource Management (IHRM) and be in good standing.
  • Meet the requirements of Chapter Six (6) of the Constitution of Kenya.
  • Certificate in Computer Applications.
  • A leadership and management course lasting not less than two (2) weeks.
