Terms of Service
Contract – Five (5) Years
The Director, Research, Electoral Boundaries and Risk Management will be responsible for the overall coordination and management of electoral boundaries, research and risk management.
DUTIES AND RESPONSIBILITIES
- Develop and ensure the implementation of research, electoral boundaries and risk management strategies in line with the Commission’s strategy.
- Develop accountability structures, supervise periodic projects and reporting, and monitor performance indicators for the research and strategy departments.
- Oversee the implementation of research activities, including surveys, opinion polling and the testing of concepts in electoral and operational areas.
- Advise the Commission on best practices in electoral programming and reforms.
- Oversee research on electoral matters, including representation, participation, education methodology, voter registration, gender and diversity concerns, and advise on sustainable approaches.
- Oversee the timely development and review of the Commission’s strategy documents, work plans and reports.
- Ensure that the Directorate is adequately resourced with professional and competent personnel.
- Oversee the development and implementation of effective policies, procedures, systems and processes for research, strategy, information management, library resource management, archiving and disposal.
- Advise the Commission on institutional development, the sustainability of the Commission’s programmes and their long-term impact.
- Oversee electoral boundaries projects and activities, mapping information and the maintenance of the geodatabase.
- Oversee the development and implementation of risk management and compliance work plans.
- Lead the identification of key risk areas, review risk analysis reports and advise the Commission on potential risk areas requiring remediation.
- Oversee the contracting and management of research and related service providers.
- Perform any other duty that may be assigned from time to time.
REQUIREMENTS FOR APPOINTMENT
- Bachelor’s degree in any of the following disciplines: Land Surveying, Geospatial Engineering, Land & Build Studies, Geomatics Engineering, Economics, Statistics, Urban and Regional Planning, Social Sciences, or an equivalent qualification from a recognised institution.
- Master’s degree in any of the following disciplines: Project Management, Urban Development, Strategic Management, Business Administration, Risk Management, or an equivalent qualification from a recognised institution.
- At least fifteen (15) years’ cumulative experience, three (3) of which must have been at senior management level.
- Demonstrated track record in coordinating strategy development and successfully implementing social or development research projects.
- Strong planning and coordination skills.
- Strong problem-solving and analytical skills.
- Excellent presentation, oral and written communication skills.
- Ability to make critical and timely decisions in a highly sensitive environment.
- Meet the requirements of Chapter Six (6) of the Constitution of Kenya.
- Certificate in Computer Applications.
- A leadership and management course lasting not less than two (2) weeks.
