Our client, in the financial sector, is seeking to recruit suitably qualified, experienced, result-oriented and highly motivated Kenyans to fill the following vacant position.

Job Summary

The Director will be responsible to the Chief Executive Officer for the overall coordination and management of the finance and planning functions.

Key Duties and Responsibilities

  • Developing, implementing and reviewing corporate plans, strategies, quality and risk management systems and programmes.
  • Coordinating corporate policy formulation and development of the Corporation's strategic plan, annual work plans and service charter.
  • Coordinating preparation of the Corporation's annual budget in the MTEF cycle, budgetary control measures, and development of performance contracts.
  • Monitoring and evaluating all Corporation programmes and projects, maintaining M&E database, and compiling and disseminating monitoring and evaluation reports.
  • Overseeing development and maintenance of efficient financial management, organizational governance and administration systems in accordance with financial procedures, International Public Sector Accounting Standards (IPSAS) and best management practices.
  • Managing accounting information including coordination of estimates, annual appropriations, fund accounts, cash flow control, cost analysis, and maintaining proper books of accounts.
  • Ensuring timely production of management and statutory financial reports including quarterly, bi-annual and annual accounts, and financial statements for submission to relevant institutions.
  • Ensuring Corporation compliance with legislative requirements including Public Finance Management Act 2012 and Public Procurement and Asset Disposal Act 2015.
  • Ensuring statutory deductions are remitted to relevant authorities and Corporation assets are properly accounted for and recorded in the assets register.
  • Coordinating external audits and managing periodic financial accounting, monitoring and reporting systems.
  • Developing, implementing and reviewing the Corporation's resource mobilization strategy and providing support in mobilization of resources.
  • Overseeing accurate financial and accounting management in institutions in receivership and under liquidation to efficiently collect receivables and meet Corporation objectives of paying dividends to depositors of troubled banks.

Requirements

For appointment to this grade, an officer must have:

  • Cumulative service period of fifteen (15) years’ relevant work experience, five (5) of which should have been at level of Assistant Director, Planning or Finance, or in a comparable position.
  • Bachelor’s degree in any of the following disciplines: Economics, Statistics, Economics and Finance, Finance, Accounting, Commerce (Finance/Accounting Option), Business Management/Administration or any other relevant qualification from a recognized and accredited institution.
  • Master’s degree in any of the following disciplines: Economics, Statistics, Economics and Finance, Finance, Accounting, Commerce (Finance/Accounting Option), Business Management/Administration or any other relevant qualification from a recognized and accredited institution.
  • Membership to a relevant professional body and in good standing where applicable.
  • A valid practicing license from a recognized professional body where applicable.
  • Certificate in Leadership course lasting not less than four (4) weeks from a recognized institution.
  • Proficiency in computer applications.
  • Demonstrated managerial, administrative and professional competence in work performance and results.
  • Exhibited a thorough understanding of national goals, policies, objectives, and ability to relate them in deposit insurance and bank surveillance functions.
