Our client, in the financial sector, is seeking to recruit suitably qualified, experienced, result-oriented and highly motivated Kenyans to fill the following vacant position.

Job Summary

The Director will be responsible to the Chief Executive Officer for the overall coordination and management of the human resource and administration functions.

Key Duties and Responsibilities

  • Managing comprehensive staff compensation, payroll oversight, benefits, pension schemes, medical coverage, loans, welfare programs to enhance employee satisfaction.
  • Overseeing staff development, training programs, coaching, mentorship, career development and change management initiatives to improve productivity and promote ethical practices.
  • Managing employee relations, industrial relations, disciplinary processes, grievances, conflict resolution, exit interviews and separation procedures to ensure organizational harmony.
  • Implementing performance management systems to monitor, evaluate and reward staff performance aligned with Corporation strategic goals and conducting workforce analytics.
  • Ensuring compliance with labor laws, employment legislation, regulatory requirements and conducting HR audits to maintain legal adherence.
  • Managing HR Information Communication Technology systems for monitoring employee activities, training, performance and leave management programs.
  • Conducting employee surveys to enhance engagement and measure employee satisfaction.
  • Maintaining external linkages with labor industry, trade unions, organizations and government departments to stay current on HR developments.
  • Developing, reviewing and implementing administrative policies, procedures, strategies and guidelines that support the Corporation's mandate.
  • Coordinating planning and scheduling of stakeholder meetings, conferences, workshops and Corporation events while providing secretariat support services.
  • Managing office administration including correspondence handling, filing systems, records management, visitor screening and office protocol enforcement.
  • Overseeing property and estate management including office accommodation planning, building allocation, rent collection and property maintenance schedules.
  • Managing fleet operations, transport services, renewal of transport licenses and coordination of vehicle maintenance.
  • Coordinating procurement, inventory management and distribution of office equipment, supplies and consumables while maintaining updated asset registers.
  • Managing outsourced administrative services including cleaning, security, catering and ensuring compliance with Service Level Agreements.
  • Managing asset safeguarding, insurance policy renewals, disposal of obsolete assets and ensuring adequate internal controls to prevent loss through fraud or error.
  • Coordinating disaster management, emergency response activities and ensuring safe custody of Corporation assets and records.
  • Managing telephone services, registry operations, security services and maintaining tools and equipment registers.
  • Developing strategic objectives, annual work plans, performance contracts, budgets and procurement plans aligned with Corporation strategic direction.
  • Implementing Quality Management Systems, ISO Standards, enterprise risk management and business continuity frameworks for the department.
  • Implementing citizen service delivery charter, corruption prevention strategies and accountability measures to enhance transparency.
  • Preparing Board papers, HR metrics and reports, managing complaints resolution, information access requests and overseeing day-to-day departmental operations.
  • Coaching and mentoring departmental staff to ensure professional growth and effective service delivery while ensuring timely communication with stakeholders on HR and administrative matters.

Requirements

For appointment to this grade, an officer must have:

  • Cumulative service period of fifteen (15) relevant years’ work experience, five (5) of which should have been at the level of Assistant Director Human Resource and above, or in a comparable position.
  • Bachelor’s Degree in any of the following fields; Business Administration, Public Administration Human Resource Management, or any other equivalent qualification from a recognized and accredited institution.
  • Master’s Degree in any of the following disciplines: Business Administration, Public Administration Human Resource Management, or any other equivalent qualification from a recognized and accredited institution.
  • Certified Human Resource Professional (CHRP) Course or relevant qualification from a recognized institution.
  • Membership to the Institute of Human Resource Management (IHRM) or relevant professional body and in good standing.
  • Valid practicing certificate from a relevant professional body where applicable.
  • Certificate in Leadership course lasting not less than four (4) weeks from a recognized Institution.
  • Proficiency in computer applications.
  • Demonstrated managerial, administrative and professional competence in work performance and result.
  • Exhibited a thorough understanding of national goals, policies, objectives, and ability to relate them in deposit insurance and bank surveillance functions.
