CONSULTING SERVICES – FIRMS SELECTION

REQUEST FOR EXPRESSION OF INTEREST (REOI) FOR DOCUMENTATION AND EVALUATION CONSULTANT

CONTRACT NO.: MOWS/KWSCRP-1/001/2022-2023

  1. The Government of Kenya has received financing from the World Bank toward the cost of the Kenya Water Security and Climate Resilience Project and intends to apply part of the proceeds from this financing for payment of Documentation and Evaluation Consultant for the Lower Nzoia Irrigation Project.
  2. The Consulting Services main objective is to provide a complete and systematic account of the performance and results of the project by assessing the outcome, relevance and efficiency against the agreed objectives, and key performance indicators specified in the project’s results framework. This will be document in an ICR document that provides the government’s account and feeds directly into the Bank’s own ICR reporting. The primary objec-tives of this assignment are therefore as follows:
    1. Conduct a project evaluation to determine the extent in which the KWSCRP has attained the Project Development Objectives (PDOs) and associated impact indicators. Among others, the evaluation should:
        1. Asses and list the activities and outputs of the operations.
        1. Assess the outcome and the longer-term outcomes of the operation against the agreed objectives; with a focus on providing evidence of the achievement of the project objectives and of the contribution of the supported activities and outputs to the project’s development outcomes;
        1. Asses the sustainability of the outcomes, if the project didn’t address or pick up some of the activities, how are these going to be taken forward?
        2. Assess the key factors and events pertaining to the Bank, government of Kenya, KfW, other partners, and the external environment (including outside the control of implementing stakeholders) during preparation, at entry and implementation, that affected performance and outcomes.
        1. Critique the performance of government (including Project Implementation Units – PIUs) during the preparation and implementation of the project with special emphasis on lessons learned that may be helpful in the future; and
        2. Critique the performance of the Bank.
        1. Describe the arrangements for future operation of the project (or similar follow-on projects).
    1. Systematically and scientifically document the current status of key project indicators, with special emphasis on outcome level indicators, and the sustainability of outcomes.
    1. Populate the internal project ICR template as will be provided by the KWSCRP Knowledge Management Specialist

  2. The duration of the consultancy services is 30 days spread in no more than 3 months from date of commence-ment.
  3. The Ministry of Water, Sanitation and Irrigation now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria include the following:
      1. Relevance and suitability of the applicant’s core business to the assignment.
      1. At least ten (10) years’ experience in Monitoring, Evaluation and Research. The Firm must have conducted at least five (5) Monitoring, Evaluation and Research projects in Kenya or East Africa.
      2. Must demonstrate experience of conducting project evaluation particularly in the agriculture and water/irrigation sectors
      3. Excellent report writing skills evidenced by three (3) recent progress reports of similar magnitude
      1. The Consultant must be proficient in qualitative and quantitative survey and
      1. Proficient in data analysis software such as SPSS, Epi-info or STATA

Note:       i) The firm should provide evidence to support cited experience(s)/assignments with corresponding client references/and or completion certificates.

      1. Key experts’ Bio data (CV) will not be evaluated at this stage.
  1. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, Janu-ary 2011 revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
  2. Firms may associate in the form of a joint venture or a sub-consultancy to enhance their qualifications. The role of each partner in the association must be clearly stated.
  3. A Consultant will be selected in accordance with the Consultant Qualification Section (CQS) method set out in the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits Grants] by World Bank Borrowers, January 2011 revised July 2014 (“Consultant Guidelines”)
  4. Interested consultants may obtain further necessary information at the address below during office hours between 0900 to 1600 hours from Monday to Friday excluding lunch hour (1300 to 1400Hrs) and public holidays.
  5. The completed expression of interest documents in writing in three (3) copies must be delivered to the Tender Box on Ground Floor, Maji House or sent to the email or address below so as to be received on or before 31st January 2023 at 1000am East Africa Time.
