The Industry and Economy Division of UNEP supports governments, local authorities, and industry in adopting policies, strategies, and technologies that promote sustainable consumption and production, efficient resource use, safe chemical management, and mutually supportive trade and environmental policies. It advances environmentally sound decision-making through the promotion and transfer of policies, technologies, economic instruments, and managerial practices. The Sustainable Mobility Unit (SMU) promotes low- and zero-emission transport solutions in low- and middle-income countries. Its portfolio covers used vehicles, fuel economy, electric mobility, transport digitalization, walking and cycling, and the Partnership for Clean Fuels and Vehicles. Through its Global Electric Mobility Programme, UNEP is assisting nearly 60 countries in their transition to e-mobility, supporting improved air quality and climate change mitigation. Under the Global Environment Facility portfolio, the consultant will support regional efforts to accelerate the transition to zero-emission vehicles, with a focus on e-mobility, battery and end-of-life vehicle management, and policy upscaling. Under the BMZ-funded programme E-Mobility as a Driver for Change, the consultant will support country activities, outreach efforts, and the coordination of regional events aimed at advancing a gender-transformative and just transition to e-mobility.
Responsibilities or duties
Under the supervision of the Asia Pacific Regional Mobility Lead, with close consultation with the Gender Focal Point of UNEP’s SMU, the consultant will be responsible for the following specific tasks: • Baseline Study on End-of-Life Management of Electric Two- and Three-Wheeler (E2/3W) Batteries in Asia-Pacific, covering at least three countries, including methodology, stakeholder mapping, regulatory analysis, mapping of end-of-life pathways (collection, repair, reuse, repurposing, recycling), scalability assessment, and regionally applicable recommendations • Gender-Transformative Technician Training Framework (5–7 pages), drawing on lessons from six BMZ pilot projects- Kenya, Uganda, Vietnam, Indonesia, Ecuador and Colombia, providing practical guidance on inclusive curriculum design, gender-responsive delivery models, and enabling ecosystems for women’s meaningful participation, accompanied by dissemination-ready presentation slides • Delivery of a Regional Thematic Accelerator on Industry and Gender in E-Mobility, in collaboration with regional partners, including an agenda, participant list, background materials, and a comprehensive event report capturing key insights and next steps • Delivery of a Joint Networking Event on Gender, Energy, and Transport at the BAQ Asia Conference, including agenda development, participant outreach and coordination, and a concise event summary report • Implementation support to BMZ-Funded Programme Phase III in Jakarta, focused on increasing women’s participation in the e-mobility sector, including documented stakeholder engagement at national and municipal levels, meeting notes, activity updates, and inputs to programme reports in line with BMZ and UNEP requirements. Including a guidance note on institutionalizing gender-responsive training pathways in Indonesia.
Qualifications or requirements (e.g., education, skills)
An advanced university degree (master’s or equivalent) in gender studies, sustainable transport, urban planning, or related fields is required. A first level degree with an additional 2 years of qualifying experience may be accepted in lieu of an advanced university degree. At
- Support the organization of a regional thematic accelerator, grounded in the Industry and Investor Handbook for E-Mobility and Gender, in close collaboration with GIZ and a designated local partner.
- Support the coordination for a networking event with GIZ Thailand on Gender, Energy, and Transport at the Better Air Quality (BAQ) Asia Conference, the region’s leading air-quality event. Responsibilities include participant outreach, invitation management, and full logistical support.
- Support the third phase of the BMZ-funded initiative in Jakarta, Indonesia, implemented with a local partner. Tasks include overseeing planning, facilitating coordination with national and local stakeholders, and ensuring reporting and deliverables comply with BMZ and UNEP requirements.
- Prepare a Gender-Transformative Technician Training Framework- outlining how existing technical training on e-mobility and gender can be adapted into gender-transformative training. Tasks include collecting and synthesizing insights from the BMZ six pilot projects and translating them into practical guidance on curriculum design, delivery models, and enabling ecosystem factors that support women’s participation and progression in the e-mobility sector. The consultant will work closely with the SMU Gender Focal Point throughout the development process.
- Develop a Baseline Study on End-of-Life Management Practices for Electric Two- and Three-Wheeler (E2/3W) Batteries in select countries in Asia.
- Provide general support to SMU Asia-Pacific Regional Mobility Lead including preparation of presentations, stakeholder engagement and other tasks as needed.
- Conduct a literature review on current practices and regulatory frameworks for end-of-life E2/3W batteries in Asia
- Do a mapping of stakeholders active in the management of E2/3W batteries (i. e. manufacturers, importers/assemblers, aggregators, operators, formal recyclers, informal collectors/repairers, second‑life actors, regulators, financiers, NGOs, etc.)
- Develop and conduct a survey for local stakeholders dealing with end-of-life E2/3W batteries to find out how these are managed in at least 3 countries (including repair, reuse, repurpose and recycling).
- Follow up the survey by interviewing key respondents regarding their end-of-life E2/3W battery management practices, covering at least one working on second life and one on recycling.
- Develop a report on E2/3W battery management pathways in Asia based on the findings from activity 1-4 and including key actors, regulatory frameworks, and feasibility for future scalability.
- Develop actionable and practical recommendations for the management of E2/3W batteries applicable across the region.
- An advanced university degree (master’s or equivalent) in gender studies, sustainable transport, urban planning, or related fields is required.
