The Evaluation Consultant will be responsible for planning, conducting, and reporting on the terminal evaluation of the UNEP REDD+ project. Key responsibilities include:
Inception Phase
- Conduct preliminary desk reviews of project documentation.
- Hold introductory interviews with project staff and key stakeholders.
- Reconstruct the project's Theory of Change.
- Develop the evaluation framework and methodology.
- Prepare desk review, interview, and survey protocols where applicable.
- Develop criteria for selecting countries and project sites for field missions.
- Prepare the evaluation work plan and schedule.
- Draft and finalize the Inception Report.
Data Collection and Analysis
- Conduct comprehensive document reviews.
- Interview implementing agencies, executing partners, project staff, and stakeholders.
- Undertake field missions to selected project countries and sites where required.
- Engage local communities and beneficiaries during evaluation missions.
- Ensure evaluation independence and confidentiality throughout the process.
- Develop case studies for selected projects or grants.
- Review and synthesize findings from previous evaluations.
- Monitor evaluation progress and regularly update the Evaluation Manager.
- Share emerging findings with project management and stakeholders.
- Present preliminary evaluation findings.
Reporting
- Prepare a comprehensive Draft Evaluation Report.
- Revise reports based on stakeholder and Evaluation Manager feedback.
- Finalize the Evaluation Report in accordance with UNEP evaluation standards.
- Prepare a Response to Comments Annex documenting accepted and rejected comments.
- Produce a summary of key findings, conclusions, recommendations, and lessons learned.
- Present final evaluation findings to key stakeholders.
Stakeholder Management
- Maintain effective and professional relationships with project stakeholders.
- Facilitate a participatory evaluation process while safeguarding independence.
- Communicate promptly with the Evaluation Manager regarding progress, challenges, and risks.
- Keep the Project/Task Manager informed throughout the evaluation process.
Compliance and Professional Standards
- Maintain complete independence from project implementation.
- Adhere to the UNEP Evaluation Consultant Code of Conduct.
- Deliver all agreed outputs within the specified timelines and quality standards.
Plan and manage the overall evaluation process in consultation with the Evaluation Manager.
Conduct preliminary and comprehensive desk reviews of project documentation.
Hold interviews with project staff, implementing agencies, partners, stakeholders, and local communities.
Reconstruct the project's Theory of Change and develop the evaluation framework.
Design evaluation methodologies, interview guides, survey tools, and data collection protocols.
Develop country and site selection criteria and plan evaluation missions.
Conduct field visits to selected project locations where required.
Collect, analyze, and synthesize qualitative and quantitative evaluation data.
Prepare case studies and review findings from previous evaluations.
Monitor evaluation progress and provide regular updates to the Evaluation Manager.
Present preliminary findings to stakeholders and facilitate discussions.
Prepare the Inception Report, Draft Evaluation Report, and Final Evaluation Report.
Incorporate stakeholder feedback and finalize evaluation deliverables.
Prepare a Response to Comments Annex and summarize key findings and lessons learned.
Maintain constructive relationships with stakeholders while ensuring evaluation independence and confidentiality.
Ensure all evaluation activities comply with UNEP standards and timelines.
Strong programme and project evaluation skills.
Expertise in monitoring and evaluation (M&E) methodologies.
Experience applying the Theory of Change approach.
Strong analytical and critical thinking abilities.
Excellent research and data analysis skills.
Experience conducting qualitative interviews and stakeholder consultations.
Report writing and technical documentation skills.
Knowledge of climate change, REDD+, and environmental sustainability.
Understanding of international development programmes and multilateral projects.
Strong project planning and organizational skills.
Effective stakeholder engagement and communication skills.
Presentation and facilitation skills.
Ability to work independently with minimal supervision.
Ability to maintain confidentiality, objectivity, and professional ethics.
Time management and ability to meet deadlines.
Proficiency in Microsoft Office applications (Word, Excel, PowerPoint).
Fluency in English (required); knowledge of Spanish is an added advantage.
Knowledge of the United Nations system and UNEP evaluation processes is desirable.
Master's degree (or equivalent) in Environmental Sciences, International Development, Political Science, Social Sciences, or another related field is required.
Alternatively, a Bachelor's degree (or equivalent) in a relevant field, combined with two (2) additional years of qualifying experience, may be accepted in lieu of a Master's degree.
Experience
Minimum of seven (7) years of technical and/or evaluation experience.
Experience evaluating large-scale, regional, or global programmes is required.
Experience evaluating multilateral framework programmes and projects is required.
Demonstrated experience using the Theory of Change evaluation approach.
Strong technical understanding and practical experience in climate change is required.
Knowledge of the United Nations system, particularly UNEP, is desirable.
Languages
Fluency in English is required.
Knowledge of Spanish is desirable.
