Job Summary:
We are seeking a Finance and Economic Analysis expert to provide practical training and consultancy services in financial modelling, economic analysis, lifecycle costing, viability-gap analysis, subsidy design, and results-based financing. The successful candidate will support decision-makers to understand and apply robust financial and economic tools in water-service delivery and development programmes.
Key Responsibilities:
- Design and deliver practical training on financial and economic analysis for service-delivery systems.
- Develop learning exercises on lifecycle-cost models, viability-gap analysis and subsidy design.
- Facilitate sessions on financial modelling, results-based financing and PPP-related financial considerations.
- Guide participants through applied case studies and analytical scenarios.
- Provide technical input to consultancy proposals, reports and financial/economic models.
- Support stakeholder workshops and decision-making sessions on financing and service sustainability.
- Keep training content current with emerging approaches to infrastructure and public-service financing.
Minimum Qualifications and Professional Experience:
Academic Qualifications
- Degree in Finance, Accounting or Economics.
- Certified Public Accountant (CPA).
- Registration with a relevant professional body and good standing, where applicable.
Professional Experience
- At least 10 years of experience in economic and financial modelling of water-supply service delivery systems in developing countries.
- Specific experience in lifecycle-cost and viability-gap models and subsidy design.
- Experience in results-based financing and/or public-private partnerships (PPP).
Technical Competencies
- Financial and economic modelling; lifecycle costing; viability-gap analysis; subsidy design; results-based financing; PPP; service-delivery economics.
Key Skills and Attributes
- Advanced analytical and quantitative reasoning.
- Excellent financial modelling and presentation skills.
- Strong attention to detail and commercial awareness.
- Ability to simplify complex financial concepts for diverse audiences.
- Strong report-writing, facilitation and stakeholder-management skills.
Training & Facilitation Experience
- Proven experience as a consultant trainer, facilitator, technical adviser, or subject-matter expert.
- Demonstrated ability to translate technical and professional concepts into practical, participant-centred learning.
- Training of Trainers (ToT) certification is an added advantage.
- Strong understanding of adult learning methodologies and competency-based facilitation.
Consultancy Role Focus:
Provide specialist training and advisory support on economic and financial models that underpin sustainable water-service delivery and development programmes.
Mode of Engagement:
Successful candidates will be engaged as external consultant trainers on a need basis. Assignments may involve training delivery, technical advisory support, curriculum/content development, workshops, facilitation, and related consultancy services. Further details, including assignment scope, duration, and professional fees, will be provided during the initial engagement meeting.
