Responsibilities
- Treasurer functions for the Multilateral Fund for the Implementation of the Montreal Protocol (Multilateral Fund or MLF) In particular:
- Prepare and report on the status of contributions and available fund balances of the MLF to the Executive Committee.
- Collaborate with the Multilateral Fund Secretariat to meet with Parties and follow up on outstanding contributions in arrears.
- Implement, monitor, and report on the Treasurer’s budget allocation for the Multilateral Fund Secretariat.
- Prepare and present the annual audited report of the MLF to the Executive Committee.
- Maintain regular communication with the United Nations Office in Nairobi (UNON), Budget and Financial Management Services, Division of Administrative Services.
- Provide replenishment documents and information related to the UNEP Treasurer function of the Multilateral Fund to the meetings of the Montreal Protocol on Substances that Deplete the Ozone Layer.
- Monitor the fixed exchange rate mechanism and, when requested, provide information on the rate of return on the investment of the Multilateral Fund trust funds held by UNEP and implementing agencies.
- Advise the Executive Committee and provide backup support to MLF finance staff, including training on budgetary and financial aspects of the MLF.
- Stay up to date on documents, reports, and guidelines relevant to the MLF, ensuring compliance with MLF financial requirements and United Nations policies and procedures.
Education
- Advanced university degree (Master’s degree or equivalent) in business administration, finance, or related field is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
Work Experience
- A minimum of seven (7) years of progressively responsible experience in finance, administration, budget, business administration or related area is required. At least three (3) years of experience in finance and budget within the United Nations or similar international organization at the professional level is required.
- Experience with financial systems and financial modules of Enterprise Resource Planning (ERP) such as System Analysis Program Development (SAP) is required.
- Experience in review of financial statements is required. At least three (3) years' experience of grant management, fund management and donor reporting is required.
- Extensive experience in preparing, advising, and/or interpreting financial information in an International Public Sector Accounting Standards (IPSAS)-compliant or similar accounting environment is desirable. Experience in drafting complex and comprehensive financial and budgetary or ad hoc reports is desirable. Two (2) years or more of experience in data analytics or related area is desirable.
