Job Profile Overview:

Responsible for leading the agriculture, livelihoods, and food security program, providing technical guidance to program staff in developing and executing initiatives within livelihoods, food security, economic opportunities, and related sectors. Oversees coordination of budgets, procedures, and standards, facilitates technical collaboration with cross-sectoral leads, and engages with stakeholders, government bodies, and relevant clusters.

Duties and Responsibilities

Program Design and Quality Implementation:

Lead the Livelihood and food security sector, and lead development and implementation of value chain and Market Systems and Food Security projects

Lead assessment at community level (including Early Warning information) to identify community need, assess availability of resources, and lead design, implementation, and monitoring of projects contributing to resilient livelihoods

Develop project proposals and concept papers based on assessment results and community needs

Ensure cross-cutting themes are well mainstreamed in designing and implementation of livelihood projects

Ensure beneficiary households and communities participate as equal partners in design, implementation, monitoring, and evaluation of projects

Guide teams in developing tools for day-to-day implementation, ensures compliance with established guidelines, standards, and modalities

Ensure livelihoods programme and project resources are utilized as per donors' and Caritas guidelines and requirements

Networking and Representation:

Ensure effective working relationship with internal support functions

Network and work in partnership with like-minded organizations and stakeholders (Government and private sector) for effective implementation of livelihood projects

Develop and maintain positive working relationships with national, regional, and local authorities, sector bureaus, international and national organizations, and technical focal points in food security & livelihoods

Stay updated on all relevant political and policy issues related to the country and the region regarding FSL

Represent Caritas in relevant forums (e.g., Clusters, coordination structures with Government, donors, and NGOs)

Prepare communication materials like case studies and share with communication teams to profile Caritas Livelihood work

Monitoring, Evaluation, Accountability, Learning, Reporting:

Provide technical support on developing MEAL tools to be used by the team

Closely monitor programme implementation through regular field visits and provide necessary back-stopping or distance management as required

Prepare and timely submit internal and donor reports

Ensure proper documentation and consolidation of tools, best practices, and lessons learned on Livelihoods, Emergency Agriculture, Food Security, Market Systems Development, and projects; share lessons internally and with stakeholders

Staff Management and Support:

Lead Performance management of staff reporting to this position

Support in identifying capacity building needs for staff training

Qualifications

Bachelor's Degree in Agriculture, Rural Development, Natural Science, or other related development study

Master's Degree in a relevant field will be added advantage

Skills and Experience

7 years' work experience in food security, livelihoods, and rural development

Minimum 3-year experience in managerial and advisory position

Field experience, traveling to field sites, and experience on regular travel and communication with field sites

Solid experience in market systems development, value chain development, and working with private sectors

Experience working on budget using Microsoft Excel

Good experience in the use and development of a wide range of Participatory Rural Learning and Action skills

Skill on value chain, Village Saving and Lending (VSL), and Farmer to Farmer Extension approaches

Knowledge on local and national government Agriculture Policy

Knowledge on Improved agricultural technologies and Business Development Skill
